In 2010, the World Bank
launched its Policy
on Access to
Information. The new policy represents a fundamental shift in
the Banks
approach to disclosure of information moving from an approach that
spells out
what information it can disclose to one under which the Bank will
disclose any
information in its possession that is not on a list of exceptions. Now
the
public can get more information than ever before information about
projects
under preparation, projects that are being implemented, analytic and
advisory
activities, and Board proceedings. This
enhanced transparency and accountability will allow for greater
monitoring of
Bank-supported projects, thereby enabling better development results as
well as
providing an opportunity to better track the use of public funds.

management in a sustainable fashion, with special emphasis on the poor.

Status Overview

Project
activities for the Storm Drainage, Sanitation and Community
Infrastructure
Upgrading components have been completed or over 90% completed in
Accra,
Kumasi, Sekondi- Takoradi and Tamale. Storm Drain works in Tema are
significantly behind schedule as well as the Tema Sewerage
Rehabilitation Works
and the Tema Septage Treatment Plant Rehabilitation Works. Works are
ongoing at
the Tema and the Sekondi Sanitary Landfills. Management of sanitary
landfills
needs improvement. Former dump sites in Accra and Sekondi need to be
closed
properly. Procurement of equipment for solid waste management is
ongoing for
all participating Municipal Assemblies. Beneficiaries of community
infrastructure upgrading and drainage sub-projects have been impacted
positively by the project due to enhancement of economic activities in
the
areas where community upgrading and drainage works had been undertaken. Provision of
roads, drains, sanitation facilities, security lighting and water supply in 14
communities to benefit
about 100,000 people. The Coalition of NGOs in Waste Management
(CONWAM) is
working at the community level to track project investments and their
impact.

Project
implementation started in
January 2011. Procurement activities are progressing well and according
to the
procurement plan prepared by Community Water and Sanitation Agency
(CWSA) and
approved by the Bank. To date short-listing has been completed for the
procurement of 28 Consultants for Hygiene Education and Sanitation in
the 6
beneficiary regions, and proposals for services submitted by
shortlisted
consultants are currently being evaluated by client; Short-listing for
the
recruitment of 6 consultants for design and supervision of borehole
drilling
and construction of pipe systems for the 6 beneficiary regions in Ghana
have
been completed, and evaluation is ongoing for proposals submitted by
shortlisted consultants for the services. The procurement is moving
ahead for
the various consultants and that the works may be initiated by close of
January
2012.

Status Overview

There
has been notable progress in
key areas, including towards achieving the Project Development
Objective (PDO)
and in respect of 2011 targets/ milestones most of which have been met
or are
likely to be met. However, there has been no expenditure from the
designated
account and procurement for planned activities is slow. Implementation
delays
seem to have resulted from a range of factors including: poor overall
coordination between the technical leads, procurement and project
management; lack of awareness across Ghana Statistical Service (GSS) of the Multi
Donor
Trust Fund (MDTF) and activities it's supporting; lack of clarity on
individual
roles and responsibilities (e.g. between technical teams and
procurement unit); and a slow approval process. These are process issues that should be
easily
addressed. GSS has already taken action having recently convened a
three-day
workshop to address these issues. They have also proposed a number of
other actions
to strengthen project management, coordination and implementation. Read
