By deplomacy, you can't return such a gift because we don't have any disagreements with the Chinese, though we are angry with the Chinese illegal miners, but the Chinese government hasn't openly interfered in our judicial process. Now what the Chinese are engaging in is, what we call " LOBBYING " and that's allowed even by our constitution. In the USA where conflicts of interest laws are very strict and effective, lobbying is allowed; and most of the power brokers depend on lobbying to influence politicians.
