I have been compelled by Jerry Rawlings’ outburst in Nigeria about corruption, as if he himself is a saint. I am compelled to do this expose on the former junta head for those who do not know his role in promoting corruption as a national concept. Read on!
In June 1979, eight top military officers, including three former heads of state, were lined up and executed at the Teshie Military Firing range in two batches. Gen. Ignatius Kutu Acheampong, Gen. Frederick William Kwasi Akuffo, Gen. Robert Kotei, Lt-Gen. Akwasi Amankwaa Afrifa, Rear Admiral Joy Amedume, Air Vice-Marshall George Yaw Boakye, Emmanuel K. Utuka and Colonel Roger Felli were accused of corrupting the body politic.
In an interview with New Nation, a monthly magazine circulating in Nigeria and now defunct, the Chairman of the Armed Forces Revolutionary Council, which supervised over the most famous case of extra-judicial killings in the history of the political evolution of Ghana, justified the action of his military junta as a necessary action to rid the body politic of corruption.
“They were jumbo-sized armed robbers whose killings left the world smelling nicer,” Flt-Lt. Rawlings was quoted by the magazine as saying in explanation.
Jerry Rawlings said the officers had to be killed, “because Ghana was faced with their type of thievery breed of criminals who were worse than Nigeria’s armed robbers” in the 1970s.
“Now, I’ll tell you what we have here. We have a breed that is, perhaps, worse than your armed robbers,” he told reporters of the New Nation in an exclusive interview. “They are the pen robbers. These species of vermin have for long perpetrated corruption with impunity.
“They have not only bled the nation white, but as a result of their thievery, Ghana has suffered hunger, loss of national spirit, loss of pride and respect in the military uniform. So, as you can see, while Nigerians have perceived their main social problems to be the proliferation of six Naira armed robbers, we, in Ghana, think that our problem is that of people who take widow’s mite from a bankrupt nation.”
In the words of the ex-junta head: “While you (Nigeria) content yourself at the Bar Beach by watching the executions of mal-adjusted labourers, mechanics or clerks, we in Ghana, have killed the jumbo armed robbers, call them generals or brigadiers – whose going to leave the world smelling sweeter.”
One interesting thing about this claim is that Jerry Rawlings and his righteous AFRC members could not account for monies lodged in AFRC Account 48, which was specially created to lodge huge monies paid by businessmen and other persons and institutions found guilty by a so-called people court to have corrupted the system. Monies from seized goods auctioned to the public at so-called control prices were also lodged in the account.
When President Hilla Limann took power after the AFRC had left the scene on September 24, 1979, the new Head of State complained that there was nothing in the coffers, insinuating that the famous Account 48 could not be traced.
When Flt-Lt. Rawlings, who had refused to accept the new government’s offer to go on course abroad, was questioned on the disappearance of the huge lodgings in the account, he replied that he was not an accountant. Incidentally, the fate of PNDC Account 48, established by the second junta led by the same person, has not been accounted for as you read this piece.
One of the most interesting developments in Ghana’s political evolution was the decision to abolish the General Certificate of Examinations -Ordinary and Advanced levels- by the Provisional National Defence Council. The main reason given was that the old educational system had favoured only the children of the elite class.
At a time ordinary folks of the land were enrolling their children in what became known as the Junior and Senior Secondary schools, whose certificates -BECE and SCCE- were not recognised beyond the four corners of the country, Jerry Rawlings enrolled his children at the expensive Ghana International School in Accra to read subjects that qualified them to sit for the GCE Ordinary and the Advanced levels his PNDC administration had prohibited the mass of Ghanaian children from.
I do not believe corruption is only putting state money in one’s pocket. Exploiting state resources for one’s advantage could even be a worse form of corruption. That is why I have an axe to grind with Jerry Rawlings for enrolling all his children abroad to study with the GCE Ordinary and Advanced levels, acquired outside the formal sector in the country.
What I call Jerry’s Stupid Schools has debased education up to the tertiary level, where lottery numbers, other than real academic work, determines qualification at the first degree level.
To add insult to injury, when asked to tell Ghanaians how he was funding the education of all the three children -Ezanator, YaaAsantewaa and Kimathi- in expensive universities in Britain and Ireland, Jerry Rawlings looked at Ghanaians in the face and answered that unknown benefactors were picking up the bills for their fees.
The Almighty is a kind Lord. It emerged that companies the state of Ghana was dealing with and which were milking Ghana dry, were picking up the bills of Jerry Rawlings’ children. And such a person has the audacity to complain about leaders being corrupt.
I dare state that corruption was elevated into an art under Jerry Rawlings. The circumstances under which he transformed himself from a military dictator into a civil constitutional President smells of corruption all the way to the Castle.
After eleven and a half years of the ‘Gospel According to Jerry Rawlings,’ a period he himself identified as the ‘culture of silence’, Jerry Rawlings and those who claim to believe in him used the resources of state to convert his military oligarchy and the entire governance system into a political party. With the Electoral Commission and the entire process under his thumb, Jerry Rawlings exchanged his military garb for a description as Constitutional President of the Republic of Ghana. God Almighty should remain where he is.
The eight year administration he led, as Constitutional President of this Republic, eulogised corruption as a state-sponsored event. State asserts were transferred to cronies under the guise of divestiture. As you read this piece, Nsawam Cannery, one of the flagship projects of the now defunct Ghana Industrial Holding Corporation, belongs to Caridem, a company floated by Mrs. Rawlings’ 31st December Women’s Movement, in a purchasing agreement that parceled the company to Caridem for a pittance.
Under the Government of the National Democratic Congress Mark One, corruption festered on a large scale. It would take volumes to chronicle corruption under the NDC. But four prominent issues stand out. Getting to the end of the first term of office, newspapers that had been freed from the bondage of the culture of silence began chronicling evidence of corrupt deals by leading members of the regime.
In 1996, the Commission for Human Rights and Administrative Justice investigated one matter and established massive corrupt deals against Ibrahim Adam, then Minister of Agriculture, Colonel E.M. Osei Owusu, a former Minister of the Interior, P.V. Obeng, a Presidential Staffer, and Dr. Adjei Marfo, a Chief Executive Officer of a state-run company.
Instead of prosecuting them, the Government of Saint Rawlings rather issued a While Paper exonerating the corrupt elements, and rather indicted the media for highlighting the issue.
In Britain, Mabey and Johnson was prosecuted not too long ago for corruptly influencing Ghanaian politicians between 1994 and 1999 to gain bridge contracts, The news in these contracts is that barely one year after completing two bridges in Ghana, including one over River Oti, the Ghana Government had to contract experts from Britain to repair them as they threatened to cave in.
In 2002, the former Managing Director of Ghana Rubber Estates Limited, Mr. Etienne Arthur Marie Popeler, told an Accra Fast Track High Court that he gave millions of dollars to Mr. Dan Abodakpi, then Deputy Minister of Trade and Industry, Ms. Shirley Ayittey, then Treasurer of the 31st December Women’s Movement, in bribes before his French company, SIPH, could secure GREL.
The case of Ms. Cotton, an unemployed American, secured $20 million of scarce state cash from compromised state officials, ostensibly to grow rice for Ghanaians at Aveyime in the Battor area of the Volta Region. Even when Ghana’s Ambassador to the United States had sent a warning letter about the background of Ms. Cotton, and intimating that she was incapable of undertaking the task, state officials paid the money. As it turned out, the main motivating factor was the cut they all stood to make.
If corruption is endemic in the body politic after the so-called June 4, uprising, the genesis could be traced to Jerry Rawlings who executed eight Ghanaians officials on unproven trivial charges, and out-doored full- blown corruption as a state policy.
In other exposé next week, I intend to draw the link between the free for all looting that assails the body politic in the Mills-Mahama regime, and the adventure of Jerry John Rawlings as Head of State of this Republic. I shall return!

In the full glare of the President, Vice President, former President Jerry Rawlings, and thousands of leaders and supporters of the NDC, a defiant Greenstreet said: “…Currently nobody, I mean nobody is feeling your better Ghana.”

The wheelchair-bound Politicians has been called names and criticised by leaders and supporters of the NDC after his bluntness. While Majority Leader Alban Bagbin has said he believed Greenstreet was possessed by some demons, which caused him to be “so emotional”, presidential staffer Sam George wrote on his Facebook wall that: “Ivor Greenstreet apparently needs elevation to see the Better Ghana.”
However, Nkrumah said Greenstreet’s message was crafted by the CPP to capture the mood and mind of the entire country.

... It was November 1999 and I'd been Deputy High Commissioner in Ghana for almost a year - the culmination of 15 years' Foreign Office service in Nigeria, Warsaw and the equatorial Africa department in London.
I'd always been passionate about Africa and had immersed myself in its minutiae. Nevertheless, my father, who had a timber yard in Ghana in the Sixties, offered a little extra counsel before I departed, aged 40. 'If you see any good-looking girl, aged about 30, light skinned, whatever you do, don't touch her - she could be your sister!'
Not that this was a big concern for me. My most pressing duty was the 1999 State Visit by the Queen and the Duke of Edinburgh, Enhanced Coverage Linking the Duke of Edinburgh, -Search using: Biographies Plus News, Most Recent 60 Days, accompanied by Robin Cook, the then Foreign Secretary. It was a three-day blur of activity, the teeming crowds displaying an uncomplicated and old-fashioned reverence.
A warning that the Duke was averse to looking at things without useful purpose proved absolutely right. As we stood looking at the strip of brass laid in a churchyard that marked the line of the Greenwich Meridian, he said to me: 'A line in the ground, eh? Very nice.'
Ghana epitomises much of the best of Africa, but also throws into relief the tragedy of the continent. It has maintained its higher education and has fewer extremes of wealth than elsewhere. But at independence in 1957, Ghana was richer than Argentina, Brazil, Malaysia or Singapore. Today, those countries are at least ten times as wealthy.
Corruption, cronyism, economic mismanagement, irresponsible lending by the West and the dumping of cheap food all did for Ghana. When I arrived with my wife Fiona and children Jamie and Emily, Ghana had been ruled for 20 years by Flight Lieutenant Jerry Rawlings.
The son of a Stirlingshire pharmacist and a local woman, he seized power in a coup in 1979, but claimed to have won presidential elections in 1992 and 1996, despite allegations of vote-rigging.
In his early years, Rawlings unleashed a political terror on Ghana. His campaign against the middle classes resembled Mao's Cultural Revolution. People were persecuted for having savings or two indoor lavatories. Market women were sometimes killed for 'profiteering'.
The Queen's visit delighted Rawlings, who craved international respectability. I, too, was determined to make the most of the trip, by helping ensure Rawlings gave up power by the start of 2001, as the constitution required because he had served two four-year terms.
The Queen's speech to the parliament in the capital, Accra, was to be the focus of the visit and I had contributed to its drafting. It contained the usual guff about a future based upon partnership, but there was a sting in the tail. 'Next, year, Mr President,' the Queen intoned, 'you will step down after two terms in office in accordance with your constitution.' The opposition benches went wild and the Queen stopped, looking in bewilderment at the hullabaloo.
Afterwards, Robin Cook was furious. 'It's a disaster. Who the hell drafted that?'
'Er, I did, Secretary of State,' I said. 'I might have guessed! Who the hell approved it?' 'You did.' Cook's Private Secretary had to dig out the draft he had signed. After the State banquet, I retired to a hotel bar with the Royal Household. The senior staff had withdrawn to allow the butlers, footmen and hairdressers to let off steam.
The party appeared, to a man, to be gay. Not just gay, but outrageously camp. We'd taken the hotel for the Royal party, but allowed the British Airways crew to stay. Now three cabin stewards, two Royal footmen and a Royal hairdresser were grouped around the piano singing hits from Cabaret. I was seated on a sofa and across from me in an armchair was a member of the Household who seemed out of place. The valet looked to be in his 60s, a grizzled NCO with tufts of hair either side of a bald pate, a boxer's nose and tattoos on his arms.
He was smoking roll-ups. I turned to the old warrior and said: 'Don't you find all this a bit strange sometimes?' He lent forward, put his hand on my bare knee below the kilt I wore on ceremonial occasions and said: 'Listen, ducks. I was in the Navy for 30 years.' I think he was joking, but some things are too weird even for me. The lower reaches of the Royal Household are one of them.
One enjoyable aspect of our time in Ghana was the constant stream of visitors. Among them was Peter Hain, the Minister for Africa. Hain, a good footballer, agreed to play in a charity match between children from a community football scheme and the High Commission.
Unfortunately, the ground was hard and the opposition turned out to be super-fit professionals. After a heavy tackle, I went down. Result: a dislocated shoulder. I couldn't move my arm for eight weeks. Other visitors included Clare Short, at the time Secretary of State for International Development.
She was in Ghana to try to persuade it to join a debt relief scheme. At a dinner for her, a Minister had made a speech about how much Ghana had learnt from the British Empire. Short stood up and expostulated: 'The British Empire! Don't tell me about the British Empire. I know about British colonialism. My father was Irish and we know about British colonialism. I'll tell you what the British did to your country. They exploited it, that's what they did. They exploited it.' After a few moments of stunned silence, the dinner continued.
On another occasion we were joined by Bobby Charlton, who came to Ghana seeking support for England's bid to host the 2006 World Cup. He was still an astounding player at 60 and it was good of him to get on the pitch for a local community football programme. Nevertheless, I found Charlton disappointing. He was self-centred and ratty - one of those heroes you wish you hadn't met.
Conversely, Roger Moore, a UNICEF goodwill ambassador, was charming and suave, just as you would expect, with a fund of brilliant stories beginning with lines such as: 'One day, Frank, Dean, Tony and I decided to play a trick on Marilyn ... ' He was also well briefed about children's issues in Ghana and was prepared not just to do PR, but to get his hands dirty helping in refugee camps without a camera in sight.
I was less taken with Jamie Theakston.
The BBC were filming a wildlife programme in Ghana, looking at the endangered green turtle population near Ada. A group of young volunteers had accompanied the BBC team to help the newly-born turtles to reach the ocean. But one girl, in her mid-20s, had streams of mascara running down her cheeks. She claimed Theakston had just broken up with her - yet here he was, surrounded by young women, enjoying the adulation.
I had bigger concerns, however. Ghana's presidential and parliamentary elections were due in December 2000 and there were signs that its 11 million voters might be preparing for a change of government. Enthusiasm for politics was everywhere. Even in the meanest village, people gathered under the banyan tree listening to FM stations on a battered transistor and arguing about the coming change.
In the West, tired of our politicians' deceit, we no longer much value democracy. It is wonderful to see a people exercising for the first time their power over those who would govern them. Our job was to see the elections were free and fair, with Britain funding a £10 million programme for photo-ID cards to reduce electoral fraud. The exercise eradicated one million fake names.
Another practical new weapon was indelible ink: when somebody voted, their thumb was painted to stop them casting more than one vote. India was the only source of a truly permanent ink that could not be washed or rubbed off. I had also persuaded the Foreign Office to provide experts from the Electoral Reform Society. Further valuable additions were two British MPs, Roger Gale and Nigel Jones.
Rawlings's party, the National Democratic Congress (NDC), put up the vice President, John Atta Mills, as its presidential candidate. The opposition New Patriotic Party (NPP) fielded John Kufuor. There is a tribal element in Ghanaian politics: the Ewe people vote overwhelmingly NDC; the Ashanti overwhelmingly NPP.
It was clear the governing party would not abandon power easily. Alarmed that it would lose, it had the high court declare the ID cards illegal because they disenfranchised legitimate voters. But the ruling was to no avail - the people took over. Polling station officers decided they were going to use ID cards anyway.
When first- round votes on December 7 were tallied; Kufuor had 48.4 per cent against Atta Mills's 44.8 per cent. The opposition was heading for a small majority but, with no candidate exceeding 50 per cent, a run- off was required. Ghana's 30 or so FM stations were vital in bringing democracy, so it was no surprise that the NDC moved against them.
On the evening before the poll, I took Roger Gale and Nigel Jones to visit Joy FM, possibly Ghana's most influential station. We were sitting in the office when an armed posse of Rawlings's security men arrived, saying they were closing the station on the President's instructions.
‘Good evening,' I said. ‘I am Craig Murray, Deputy British High Commissioner, and these gentlemen are Mr Roger Gale MP and Mr Nigel Jones MP, members of the British Parliament.' Gale added: ' Obviously there has been some mistake.
I thought I heard you say that you were closing down the station, but we are here to visit our fellow democracy, Ghana, and democracies don't close down radio stations.' The goons left. Joy FM never was closed. However, the NDC started to think I was a part of their problem and they assigned a secret service team to follow me around.
As the second round on December 28 approached, we discovered a problem: not enough Indian ink. We had paid for more, but it had to be specially made and would not be ready until December 24. This was cutting it tight and action was needed. Chartering a private plane to set off from India on Christmas Eve was easier said than done. Whitehall was in festive mode and unlikely to sanction spending quickly, so I used the Embassy's budget to pay for it.
Ghana's government did not want the Indian ink to get in and I was concerned it would be delayed by customs officials. So on Christmas Day 2000, instead of eating turkey, I stood baking on the airport tarmac. When our plane taxied in, we unloaded the boxes of little ink bottles on to two trucks. I escorted these out of the VIP gateway, helped by a substantial tip to the guards.
The truck drivers then delivered the ink to regional centres for distribution to constituencies. This was a game being played for high stakes, with real danger of civil war.
Hotheads in the ruling party might claim electoral fraud and mount a military takeover. The Ashanti could also react violently to losing. Every embassy was updating evacuation plans. Around 1am, the results started to come in. There was a more or less consistent swing to the opposition candidate, John Kufuor. You could have cut the atmosphere with a knife.
The coolest man in Ghana that night was the wry, chain-smoking Electoral Commissioner, Kwadwo Afari- Gyan, who received constant threatening phone calls instructing him to fix the result. Each time, the Electoral Commissioner replied: ' The result will be what the result will be. I am just making sure it is fairly counted.' Then, taking his umpteenth call, he stiffened. He summoned me to listen: it was his wife. Soldiers had come to their bungalow, taking her and his children hostage and threatening to kill them if he did not deliver the ' right' result.
Kwadwo barked down the phone: ' Put their leader on.' ‘Listen you little *****,' he snarled. 'How dare you come to my house and threaten my wife and children. I am sitting here with the British Deputy High Commissioner and he knows what is happening. Now get out of my home before we have you thrown into jail!' The soldier said: ' Yes, sir; sorry, sir.' Kwadwo then told his wife not to worry and calmly returned to his work.
By 3am on the second night only two constituencies were still to declare. Even if every voter there went for Atta Mills, Kufuor could still not be beaten.
The opposition had won - an African country ... had shown that democratic change could be achieved peacefully. Kufuor's eight years as President saw economic growth of more than 70 per cent - the first prolonged period since independence when Ghana was not getting poorer. But Ghanaians chose to exercise their democratic right to change and earlier this month narrowly elected Atta Mills.
Ghana is the only country in Africa to achieve the democratic norm of power alternating peacefully between parties at successive uninterrupted elections.
As I look back on my involvement with Africa over 30 years, I remain most proud of helping Ghanaians to attain democracy. It is an example that sadly, the rest of the continent has so far done little to follow.
But Ghana remains there - a glimmer of hope, an example to others and a rebuke to cynics who claim democracy is not possible in Africa.

The application of the law is the only solution to rid corruption and you and I know very well that that is not the case in our dear nation. Who ever wins the presidency, the only thing I will love to see is, that person should put measures in place for Ghanaians to feel at ease like you and I are having it in the US.

I blame the NDC too for some of the errors that left the likes of Woreku Brobbey to get away with their crime.
They always say we are lawyers but did not know that if you set up a Commission of Enquiry to try somebody you don't send that individual back to criminal court for prosecution but they did that and when Woreku Brobgey and Kwadwo Mpianim were found guilty by the Commisdion they took them to criminal court for prosecution and the case was dismissed.
There is no partisan in my comments but the facts which you should deal with if you are not being partisan,deal with the comment point by point to show how I'm wrong.
Not until we make a lot of changings or reforms in our system and ourselves are ready to change I wonder if we can make any impact on the fight against corruption.

Leadership in governance is strict adherence to the law you have sworn to uphold. President Atta Mills sacrificed adherence to law on wrong doing for a so called peaceful coexistence with the Previous NPP administration.
The Ahwois in their capacity as advisers to the president, impressed upon the president not initiate any thorough investigation. The top NDC party brass had a grand scheme to steal as much as they can get away with in the scheme of things, hence didn't want to take the corruption moral high ground. In essence,show Ghanaians and NPP in particular, they can match them boot for boot in corruption.
My only prayer now is for the corrupt NPP to take power and teach the NDC a lesson. NPP is not a forgiving party. Although they are corrupt, they will pretend to be doing something about the the corruption menace in the country. Just for that reason alone. How do we get rid of corruption if all we do is talk all day but not willing to make a very expensive and painful example of those who engage in it.

Currently, Ghana's stagnation and retrogression is a direct proportional result of the scale of this culture of thievery and corruption which has become like a religion and a cult in the P(NDC)gov't and party.
Thievery by the NDC gov't has become a fanatic cult indeed, a religion, which threatens the very survival of the country.

this issue of ones self worth is the reason why we agitated for self rule as ghanaian no matter how knowledgeable, incapable or ill-prepared we were as a people. this then accounts for the UN chatter spelling out the basic rights and freedom of all people to self determination and to choose whoever we as a people wish to lead us at any point in time.

Vigil held for 44 Ghanaians killed in Gambia
afrol News, 4 July - A vigil ceremony in memory of 44 Ghanaians killed in The Gambia two years back was observed in Accra on Tuesday. Organised by the Commonwealth Human Rights Initiative (CHRI), the vigil was attended by thousands of justice-seeking Ghanaians.
Nana Oye Lithur, Regional Coordinator, CHRI, told a sea of mourners that two years had elapsed since the cruel action took place, yet The Gambia goverment continues to drag investigation or justice to take place. She blamed The Gambia for not doing enough to ensure that the perpetrators of this heinous crimes were brough to justice.
Nana Oye Lithur said government had not yet released the names of those killed, adding that such attempt to silence the truth was a complete defiance of democracy and human rights, which every Ghanaian should have access to, especially as they celebrate 50 years of independence.
"Every human life is precious and no one has the right to take the life of any person in the brutal manner that the Gambian authorities did in June 2005; those who take lives must be held accountable for their actions," she said.
She accused President Yahya Jammeh of Gambia and his military for being responsible for the deaths and called on the government of Ghana to take the necessary steps in ensuring that those responsible were brought to justice.
Mrs. Florence Nakazibwe, Project Officer, Access to Justice, CHRI, said the killings marked indicators and early warning signs as African leaders debate on the formation of a union government. "Our ability to deal with this situation will show the level of our maturity to steer the affairs of all Africans," she maintained.
"We will not rest until Yahya Jammeh brings justice to the 44 Ghanaians killed in Gambia, injustice anywhere inhibits justice everywhere."
Activists used the occasion to hold placards, calling on President Yahya Jammeh to stop extra-judicial killings and allow justice to prevail in the case. "Stop Extra Judicial Killings, Yahya Jammeh, Killers must be Brought to Justice," "AU without Human Rights will fail" and "Gambia we need cooperation," some placards read.
Before the AU Summit in Accra, Ghanaians expressed their disgust against President Jammeh's gracing of the occasion. He was not welcomed the in the country, mainly because of dragging feet so that investigations in the brutal murder of Ghanaian immigrants accused of trying to dislodge the government from power could take place.
Knowing fully that embarassment and confrontation awaited for him in Ghana, President Jammeh decided to stay home to cover his head. But this did not stop activists from causing noise over the illegal and gruesome murder of innocent Ghanaians some of whose bodies were dumped off the coast of The Gambia in July 2005.

.. It was November 1999 and I'd been Deputy High Commissioner in Ghana for almost a year - the culmination of 15 years' Foreign Office service in Nigeria, Warsaw and the equatorial Africa department in London.
I'd always been passionate about Africa and had immersed myself in its minutiae. Nevertheless, my father, who had a timber yard in Ghana in the Sixties, offered a little extra counsel before I departed, aged 40. 'If you see any good-looking girl, aged about 30, light skinned, whatever you do, don't touch her - she could be your sister!'
Not that this was a big concern for me. My most pressing duty was the 1999 State Visit by the Queen and the Duke of Edinburgh, Enhanced Coverage Linking the Duke of Edinburgh, -Search using: Biographies Plus News, Most Recent 60 Days, accompanied by Robin Cook, the then Foreign Secretary. It was a three-day blur of activity, the teeming crowds displaying an uncomplicated and old-fashioned reverence.
A warning that the Duke was averse to looking at things without useful purpose proved absolutely right. As we stood looking at the strip of brass laid in a churchyard that marked the line of the Greenwich Meridian, he said to me: 'A line in the ground, eh? Very nice.'
Ghana epitomises much of the best of Africa, but also throws into relief the tragedy of the continent. It has maintained its higher education and has fewer extremes of wealth than elsewhere. But at independence in 1957, Ghana was richer than Argentina, Brazil, Malaysia or Singapore. Today, those countries are at least ten times as wealthy.
Corruption, cronyism, economic mismanagement, irresponsible lending by the West and the dumping of cheap food all did for Ghana. When I arrived with my wife Fiona and children Jamie and Emily, Ghana had been ruled for 20 years by Flight Lieutenant Jerry Rawlings.
The son of a Stirlingshire pharmacist and a local woman, he seized power in a coup in 1979, but claimed to have won presidential elections in 1992 and 1996, despite allegations of vote-rigging.
In his early years, Rawlings unleashed a political terror on Ghana. His campaign against the middle classes resembled Mao's Cultural Revolution. People were persecuted for having savings or two indoor lavatories. Market women were sometimes killed for 'profiteering'.
The Queen's visit delighted Rawlings, who craved international respectability. I, too, was determined to make the most of the trip, by helping ensure Rawlings gave up power by the start of 2001, as the constitution required because he had served two four-year terms.
The Queen's speech to the parliament in the capital, Accra, was to be the focus of the visit and I had contributed to its drafting. It contained the usual guff about a future based upon partnership, but there was a sting in the tail. 'Next, year, Mr President,' the Queen intoned, 'you will step down after two terms in office in accordance with your constitution.' The opposition benches went wild and the Queen stopped, looking in bewilderment at the hullabaloo.
Afterwards, Robin Cook was furious. 'It's a disaster. Who the hell drafted that?'
'Er, I did, Secretary of State,' I said. 'I might have guessed! Who the hell approved it?' 'You did.' Cook's Private Secretary had to dig out the draft he had signed. After the State banquet, I retired to a hotel bar with the Royal Household. The senior staff had withdrawn to allow the butlers, footmen and hairdressers to let off steam.
The party appeared, to a man, to be gay. Not just gay, but outrageously camp. We'd taken the hotel for the Royal party, but allowed the British Airways crew to stay. Now three cabin stewards, two Royal footmen and a Royal hairdresser were grouped around the piano singing hits from Cabaret. I was seated on a sofa and across from me in an armchair was a member of the Household who seemed out of place. The valet looked to be in his 60s, a grizzled NCO with tufts of hair either side of a bald pate, a boxer's nose and tattoos on his arms.
He was smoking roll-ups. I turned to the old warrior and said: 'Don't you find all this a bit strange sometimes?' He lent forward, put his hand on my bare knee below the kilt I wore on ceremonial occasions and said: 'Listen, ducks. I was in the Navy for 30 years.' I think he was joking, but some things are too weird even for me. The lower reaches of the Royal Household are one of them.
One enjoyable aspect of our time in Ghana was the constant stream of visitors. Among them was Peter Hain, the Minister for Africa. Hain, a good footballer, agreed to play in a charity match between children from a community football scheme and the High Commission.
Unfortunately, the ground was hard and the opposition turned out to be super-fit professionals. After a heavy tackle, I went down. Result: a dislocated shoulder. I couldn't move my arm for eight weeks. Other visitors included Clare Short, at the time Secretary of State for International Development.
She was in Ghana to try to persuade it to join a debt relief scheme. At a dinner for her, a Minister had made a speech about how much Ghana had learnt from the British Empire. Short stood up and expostulated: 'The British Empire! Don't tell me about the British Empire. I know about British colonialism. My father was Irish and we know about British colonialism. I'll tell you what the British did to your country. They exploited it, that's what they did. They exploited it.' After a few moments of stunned silence, the dinner continued.
On another occasion we were joined by Bobby Charlton, who came to Ghana seeking support for England's bid to host the 2006 World Cup. He was still an astounding player at 60 and it was good of him to get on the pitch for a local community football programme. Nevertheless, I found Charlton disappointing. He was self-centred and ratty - one of those heroes you wish you hadn't met.
Conversely, Roger Moore, a UNICEF goodwill ambassador, was charming and suave, just as you would expect, with a fund of brilliant stories beginning with lines such as: 'One day, Frank, Dean, Tony and I decided to play a trick on Marilyn ... ' He was also well briefed about children's issues in Ghana and was prepared not just to do PR, but to get his hands dirty helping in refugee camps without a camera in sight.
I was less taken with Jamie Theakston.
The BBC were filming a wildlife programme in Ghana, looking at the endangered green turtle population near Ada. A group of young volunteers had accompanied the BBC team to help the newly-born turtles to reach the ocean. But one girl, in her mid-20s, had streams of mascara running down her cheeks. She claimed Theakston had just broken up with her - yet here he was, surrounded by young women, enjoying the adulation.
I had bigger concerns, however. Ghana's presidential and parliamentary elections were due in December 2000 and there were signs that its 11 million voters might be preparing for a change of government. Enthusiasm for politics was everywhere. Even in the meanest village, people gathered under the banyan tree listening to FM stations on a battered transistor and arguing about the coming change.
In the West, tired of our politicians' deceit, we no longer much value democracy. It is wonderful to see a people exercising for the first time their power over those who would govern them. Our job was to see the elections were free and fair, with Britain funding a £10 million programme for photo-ID cards to reduce electoral fraud. The exercise eradicated one million fake names.
Another practical new weapon was indelible ink: when somebody voted, their thumb was painted to stop them casting more than one vote. India was the only source of a truly permanent ink that could not be washed or rubbed off. I had also persuaded the Foreign Office to provide experts from the Electoral Reform Society. Further valuable additions were two British MPs, Roger Gale and Nigel Jones.
Rawlings's party, the National Democratic Congress (NDC), put up the vice President, John Atta Mills, as its presidential candidate. The opposition New Patriotic Party (NPP) fielded John Kufuor. There is a tribal element in Ghanaian politics: the Ewe people vote overwhelmingly NDC; the Ashanti overwhelmingly NPP.
It was clear the governing party would not abandon power easily. Alarmed that it would lose, it had the high court declare the ID cards illegal because they disenfranchised legitimate voters. But the ruling was to no avail - the people took over. Polling station officers decided they were going to use ID cards anyway.
When first- round votes on December 7 were tallied; Kufuor had 48.4 per cent against Atta Mills's 44.8 per cent. The opposition was heading for a small majority but, with no candidate exceeding 50 per cent, a run- off was required. Ghana's 30 or so FM stations were vital in bringing democracy, so it was no surprise that the NDC moved against them.
On the evening before the poll, I took Roger Gale and Nigel Jones to visit Joy FM, possibly Ghana's most influential station. We were sitting in the office when an armed posse of Rawlings's security men arrived, saying they were closing the station on the President's instructions.
‘Good evening,' I said. ‘I am Craig Murray, Deputy British High Commissioner, and these gentlemen are Mr Roger Gale MP and Mr Nigel Jones MP, members of the British Parliament.' Gale added: ' Obviously there has been some mistake.
I thought I heard you say that you were closing down the station, but we are here to visit our fellow democracy, Ghana, and democracies don't close down radio stations.' The goons left. Joy FM never was closed. However, the NDC started to think I was a part of their problem and they assigned a secret service team to follow me around.
As the second round on December 28 approached, we discovered a problem: not enough Indian ink. We had paid for more, but it had to be specially made and would not be ready until December 24. This was cutting it tight and action was needed. Chartering a private plane to set off from India on Christmas Eve was easier said than done. Whitehall was in festive mode and unlikely to sanction spending quickly, so I used the Embassy's budget to pay for it.
Ghana's government did not want the Indian ink to get in and I was concerned it would be delayed by customs officials. So on Christmas Day 2000, instead of eating turkey, I stood baking on the airport tarmac. When our plane taxied in, we unloaded the boxes of little ink bottles on to two trucks. I escorted these out of the VIP gateway, helped by a substantial tip to the guards.
The truck drivers then delivered the ink to regional centres for distribution to constituencies. This was a game being played for high stakes, with real danger of civil war.
Hotheads in the ruling party might claim electoral fraud and mount a military takeover. The Ashanti could also react violently to losing. Every embassy was updating evacuation plans. Around 1am, the results started to come in. There was a more or less consistent swing to the opposition candidate, John Kufuor. You could have cut the atmosphere with a knife.
The coolest man in Ghana that night was the wry, chain-smoking Electoral Commissioner, Kwadwo Afari- Gyan, who received constant threatening phone calls instructing him to fix the result. Each time, the Electoral Commissioner replied: ' The result will be what the result will be. I am just making sure it is fairly counted.' Then, taking his umpteenth call, he stiffened. He summoned me to listen: it was his wife. Soldiers had come to their bungalow, taking her and his children hostage and threatening to kill them if he did not deliver the ' right' result.
Kwadwo barked down the phone: ' Put their leader on.' ‘Listen you little *****,' he snarled. 'How dare you come to my house and threaten my wife and children. I am sitting here with the British Deputy High Commissioner and he knows what is happening. Now get out of my home before we have you thrown into jail!' The soldier said: ' Yes, sir; sorry, sir.' Kwadwo then told his wife not to worry and calmly returned to his work.
By 3am on the second night only two constituencies were still to declare. Even if every voter there went for Atta Mills, Kufuor could still not be beaten.
The opposition had won - an African country ... had shown that democratic change could be achieved peacefully. Kufuor's eight years as President saw economic growth of more than 70 per cent - the first prolonged period since independence when Ghana was not getting poorer. But Ghanaians chose to exercise their democratic right to change and earlier this month narrowly elected Atta Mills.
Ghana is the only country in Africa to achieve the democratic norm of power alternating peacefully between parties at successive uninterrupted elections.
As I look back on my involvement with Africa over 30 years, I remain most proud of helping Ghanaians to attain democracy. It is an example that sadly, the rest of the continent has so far done little to follow.
But Ghana remains there - a glimmer of hope, an example to others and a rebuke to cynics who claim democracy is not possible in Africa.

JJ killed people for taking 40,000 cedis lone in 1979, now about 7,000 cedis, but he has amassed wealth from the state.
The important question to ask here is whether the people executed were killed by Rawlings or in accordance with the law at the time.No lawyer would ever say that it was JJ who killed them but the law.
JJ killed just to grab power form those military officers not for nation building or to end corruption cos he is the king of corruption. Besides Ghana can not survive without corruption anyway.
