When there’s little demand for goods and services there will be no impetus for any producer or manufacturer to run a 24 hr shift. Even cement, which is produced by factories that are running 24hr shifts, are not flying off the shelves. You cannot introduce such policy without answering the two questions of remuneration and demand. Big words are only thrown in to give the impression that one is making some sense. The policy as it stands is only a gimmick.
