Usually, sanitizers are used when hands are not visibly soiled.. This is because physical soil will impede the effectiveness of the alcohol or the killer agent in the sanitizer. In all, although soap and running tap water does kill germs, they simply wash them down the drain when the effective hand washing technique is applied. Like others have said, please note that the term "running" water is very important here. Washing hands in soapy water in a bowl does not do the trick as the germs are not killed the those washed will still be available in the bowl and can multiply very quickly too.
