I am a bit surprised at the author's thought process. I am not too sure where he was going with the western ideology. I try to give authors the benefit of the doubt because it is a difficult thing to compress multiple ideas into sensible pieces. Nonetheless, if the author really meant to blame our (African) inefficiency on the western influence in finding the right vaccine for Ebola, then he is one of the greatest educated fools of the century.
