The ministry of health must enforce that all dog owners vaccinate their pets with the rabies vaccine. They must all produce evidence of vaccination or else the ministry should sieze all these unvaccinated dogs and euthanize them. There must be a law that enforces the vaccination of pets against rabies and failure to do that must result in the forfeiture of these pets.
