Implementing the ODOF program should not that much of a challenge unless Ghanaians who have already implemented basis for factories on their own accord (for whatever reasons, affiliations and ambitions) but have not seen it through due significant challenges as a result of the overall management model and power issues related to the previous NDC regime.
If this group is captured early by the government (because 60% plus of infrastructural base may already have been put in place by some industrialists and enthusiasts), it is possible to materialise the startup momentum needed by the current government to quickly move this program ahead because it takes more than two years to set up a factory even with all the money and resources - capturing this group and collaborating with it cannot be forced it on the government. These are all unrealistic dreams, how is Ghana going to manage more than 270 factories when currently we are unable to even take good care of the existing factories? what will be the source of energy when Ghana is riddled with dumsor every now and then? we just lack leaders with critical thinking, Sorry, Nana Ado government will be the first ever disastrous government in Ghana's history. They do not have concrete plans and vision except building castles in the air.

Get National Service Personal to do a marketing research of each district. Together with stakeholders and shot callers in that district come up with a business plan for one or two factories. This will take you about a year.

Then use the next year or two to find Ghanaians (both home and abroad) who are ready to invest in such projects. Whatever is left the government takes care of it.
All of this can be done within 3 years. Lets cut out the crap and politics and get to work. What is the big deal with building a factory per district??
Are these political thieves not stealing millions and millions of dollars??

You think investors are ready to throw their moneys about just like that? what happened to Kyeremanteng cassava project under Kuffour? have you been able to supply sufficient power to even the existing factories that can not operate fully due to energy crisis? you think setting up nearly 270 factories is just like planting maize? No invested want to throw his or her money away because somebody want to fulfil his campaign promises of one district one factory. Ghana does not have any proper energy source and the know how to man such a huge industry. Even some advanced countries will suffer energy crisis if the embark on massive industries building. We nwwd thinkers and not promisers.
