  This writer may have been smoking something,if you don't know,cars don't use water to operate,even if they use water and that water is increased,they have to increase what they charge,check to see how much petrol they buy,how much it has been increased in recent times while they continue to charge the same fare.
  The cars don't belong to the government for the government to keep increasing petrol and expect the drivers to keep the same fare while parts are not included.
