  These are laudable objectives and action plans. To put these forward simply because this is how or things done in the US is to compare apples and oranges. It took the US over 200 years via tortuous / brutal civil wars and abuses of fellow citizens to err, and correct in order to have a perfect union. That perfection is still not fully realized. Our nations is a young one and will have to deal with all manner of fault lines and differences; we can begin to see progress, albeit slow. I agree with the author that power be given to our decentralized regions, districts and wards to make our institutions work. That point can be made without rushing to compare the benefits of strengthening our local level institutions with how well comparable American society is. Our newly elected government made a lot of promises and expectations are high. Now is the time to get to work. As we contribute to the national discourse, those of use who are outside must be realistic and not jump the gun from our luxury locations, ignoring the difficult work in institutional building and governance.

  Ban open gutters,open defecation in Ghana, as a National law enforced by local governments and monitored by national officials.
