  Good governance is part and parcel of every democracy, unless of course the writer of this article is referring to Africa's pseudo democracy.
  
  No civilization can call itself a democracy unless it exhibits the three fundamental pillars of democracy; i.e. law, order, and good government. These three elements of democracy permeate all western democracies, whether it is Great Britain, Germany, Canada or the US. There can be no democracy if one element of the three is missing.
  
  What is law in a democracy? In a true democracy, the law is no respecter of persons - you can be PM, President, or Cabinet Minister, the law has no favours. Who would have thought the Prime Minister of Canada would be investigated by Canadian ethic commissioner for accepting a helicopter ride from the billionaire Agha Khan and vacationing on his island? It is only in a true democracy that this can happen.
  
  What is order? Order in a democracy means what pertains in one part of the country pertains everywhere in the country - there are no variations whatsoever. Processes are uniform in every part of the country with uniform expectation by citizens. There is uniformity for the provision of government services across the country as well as expectation of the citizenry.
  
  Law enforcement is paramount in every democratic dispensation for the sole purpose of protecting property. The law enforcement institutions - the Police, Revenue Agencies, and other law agencies are independent and hold no allegiance to government in office. The Police and these agencies have the fundamental duty to uphold the law in a democracy, and they do just that.
  
  Then of course good government, which should be apparent to every reader of this article. I need not bore readers what good government means, because it includes law and order.
  
  We Africans and moreso Ghanaians are nowhere near democratic ideals. Perhaps it is time we aspire to law, order, and good government then we can call ourselves a democracy.
