  That's an interesting piece sir. But you have t consider all the three angels in the agenda setting theory. Which the 1. The government agenda setting, 2. The media gender, and the 3. Public gender setting. Why have I raised the two, in some constituencies the male parliamentary candidate (PC ) may be the choice of the government in power ( government agenda setting will step in) or a figure in the opposition party ( the public agenda too will interfere). Don't forget the media derive it power from the people and finance from the government and individuals who are wealthy in society. So the media is always in between to have credibility from the people and to get financed from the government be it incumbent or opposition.
  
  So if the media is to shape the minds of the people it has to first breakthrough the government and the people. Either than it will be toothless bull dog and can't shape the people or public opinion.
  
  I think more women were not able to get through as a result of the two agenda setting theories which are 1. The government and the public agenda setting theory.
