"The NDPC was established to advise the President of the Republic of Ghana on national development policy and strategies, to develop and implement effective national development plans and strategies and coordinate economic and social activities to promote accelerated and sustainable development in Ghana.
The NDPC was officially established through Act 479 of September 1994 and was formally inaugurated in June 1995."
WE SAY: How come there is still that deficit of proper planning, enabling Acts, and enforcement?
Why is the NDPC not responsible for training planners and administrators. It that not part of their statutory responsibility?
Why is a 40-year plan more important that 4-yr plan(s) that actually can provide a measure of the effectiveness of a government each election cycle?

You must know, Prof.Seth Appiah-Opoku that the difference between Ghana's system of governance and the USA, Canada and others does make your article pretty much worthless. In those civilized nations you reference, it is institutions of government that enforce laws of government even where government administrations decide not to aggressively enforce laws on the books. In those civilized nations it is a central registry in towns, cities and metro areas that hold records on property and or land development via permits and license. Where are those institutions, registries and or enforcement agencies in Ghana? And where can you find those bribery-free officials in Ghana that a citizen could go to for effective resolution of conflicts? So where, Prof. Seth Appiah-Opoku, do you think one can find literature on government controlled land use where the government is also the sole land service provider? No where. But in Ghana, as in other African nations, it is only the national government, NOT local government which can run an effective registry; but guess what the NPP and NDC have convinced us all about the evils with centralization while having a centralized government in every nation on earth. Did the zoning board in Accra not know the gas station sat in a residential area at the Trade Fair location or same at numerous other places in Accra or around the country? Let us get real in Ghana particularly with our academic institution staffed with professors who have been incapable of reasoning outside the confines of the theories and books read and thus unable to propose government run institutions even if those ideas do not conform with ideas from books written not for African consumption.

You make a good point, as always, but I don't know about the remark demeaning Ghana by citing the US as a "civilised society". With over 40 shot and 11 dead over the Christmas weekend in Chicago alone, and the police executions of African-Americans ongoing, with court acquittals of the executioners, I beg to differ.
The professor needs to be asked what work he and others have accomplished at the 40 year plan body, and what remunerations, if any, they have been receiving?

If we must re-visit this again from Abeeku Mensah to yours, the categorical statement that "The La gas explosion is a land use planning issue," had us scratching our heads, some.
Sure, the gas station was "sited" (not "cited" in Akufo-Addo-speak) at that location in La, the initial evaluation by:
"...Ghana Fire Service says...preliminary investigations into the La gas explosion point to missing bolts and nuts on a tanker emptying gas at the station as the possible cause of the fire...", and explosion, we must add.
So, with that truck running all over the land, that accident could just as well have occurred at any other place (e.g. Tema Motorway, central Accra, bulk oil storage/distribution center, etc.).
As such, this problem is a lot more than "a land use planning issue".
Then, there is noise pollution!
Etc.
Etc.
Our sense us, Abeeku Mensah is using the term "civilized society" in a technical sense.
Example.
In the US, due to enforced liability, a truck driver who neglects to inspect their truck before taking off will not have their job, or even be qualified to drive that truck in the first place.
Moving that type of truck from state-to-state requires inspection at designated places on highways. Those inspections are conducted under the auspices of State police who do not take any bribes, hardly.
When an emergency occurs as it did at that location in La, Fire, Emergency, Police, and Hospitals, good roads, are ready to help mitigate the disaster.
Further, in the US, a bulk delivery truck missing 2 major bolts safely holding content of a hazardous material in a tanks on wheels would most likely have a pressure gauge that tells the driver, "Hey partner, you've lost some pressure on the truck, check/brake" (if that driver is so stupid they cannot inspect their own truck for safety).
The way we see it, America achieved its most progressive heights with the first election of Barack Obama, the community organizer. Land use planning (zoning, sub-division regulations, state enabling acts, federal/state/metropolitan/city transportation agencies, etc.), you will agree, are all part of community organizing.
However, people getting shot in American streets and roads is surely not community organizing. It is merely a symptom of the profit center of a powerful minority who hold sway in America politics, who make profit selling guns and bullets, and who have little affinity for the vast majority of the people and communities unlike them.
Abeeku Mensah will certainly agree that is not "civilised", in any society.
We agree:

Precisely, what has the NDPC done over the years that addresses this "land use planning issue", if we must settle on one?
