One of our natural predilections as a people is to name things (monuments, streets, buildings, etc) after human beings both dead and alive.
Now that there's a regulation to name all streets in Ghana (white name on blue background), we have dug deep into this nature of ours. I reckon around 95 percent of the streets in Ghana are named after people. We have run out of heroes to give to our streets. The result is that people who are not quite heroes have streets named after them.
This tendency to put a human name on our monuments has resulted in some funny practices. The High Street in Accra is now quite a mouthful - Evans Atta-Mills High Street. This distinguishes it from other "high streets" in the city. There's a Colonel Acheampong High Street in Damsoman. Btw, most of the streets in Dansoman are named after our military heroes. The only problem is that, some of these military men may not, exactly, be heroes to all.
Since we cannot distinguish between heroes and villains, we name things after both. Why else would both Nkrumah and Kotoka have their names on major monuments?
In our zeal to name things, we also give names to the most inconsequential things. In Ghana, even the smallest roundabout has a name - of a person!
I hope University of Ghana will remain so - UG. There's no need to give anybody's name to it. Go to the university today and every other structure is named after somebody. All the new halls of residence are named after people. That noble idea behind the naming of Akuafo Hall (in honor of the farmers of the land) seems to have deserted us now. So there's Professor Benneh roundabout. (What wrong has he done to have "only" a roundabout named after him?)
If you go by our naming traditions, Kwame Nkrumah is the greatest hero we have. He beats all others hands down. When the biggest of all the "roundabouts" in Ghana is completed, it will still bear the name of Nkrumah. But then Danquah also has his circle. So we have not forgotten him.
Will we rename Akosombo Dam and call it Kwame Nkrumah Dam? Don't be surprised if we do that one day.
I noticed one exception to the naming of things after our heroes: none of the many shopping malls springing up in Accra has been named after a hero. It is a refreshing exception...

Alan Burns was a governor of Gold Coast From 1942-1947. Between 1934-1939, he was a governor of the then British Honduras. So professor Kwarteng, Burns constitution did not exist in the late 1930s.

With that said, let me point something out to you: It is obvious it should have been the 1940s (rather than the 1930s).
But the same essay does appear to resolve the seeming anachronism! Here is the logic:
The original author of the essay, Dr. Kwame Botwe-Asamoa cited February 1944 as the time frame within which Danquah's supposed involvement in the ritual murder of Odikro Akyea Mensah (of Apedwa)undermined his prospects for seeking establishment of an Office of Minister of Home Affairs for himself!
So, clearly, it could not have been the 1930s! You may also write to him for additional information and clarification if you are so inclined.
