I don't think a proper reading of Kofi's article lends itself to your interpretation and the conclusion you appear to have drawn. Nowhere in this piece is Kofi saying the contestants have no right to pursue their ambitions. Kofi has every right to characterize their decision any way he likes.
We complain about rules not being followed in Ghana, but when one tries to enforce same, we turn around and castigate the enforcers. Capriciously, you say. Well let the courts decide. But hey, Kwadwo you also have the right to describe the EC's decision anyhow you want.
Free country, isn't it?

There are several diabolical reasons why we have rented buffoons like Ayaricough, Odike, Donkor... disgracing themselves as presidential materials in our political landscape: greed for money is one. Most of the lesser parties lobby for money from the greater parties to do mischief. The NDC has the reputation of wasting the taxpayer's monies to sponsor others to create confusion in their opponents camp. If not, how could opposition leaders like Ayaricough and Akua Donkor make Nana and the NPP the center of focus of their campaign, attacking left right center as if the NPP is the party in government. Another reason that make it possible for any pig headed jerK to turn a kpalogo-agbadza-soroku-boborbo dancing troup into a political party is the stupid electoral laws on the land. The laws require that any political party should have offices in atleast 2/3s of all the 216 or so constituencies. I think the law should make it in such a way that all constituencies should have an office for every political party. And with this current law in force, it will shock you to know that huts and hen coops are painted as party offices in Bole-Bamboi. Yet the lazy EC accept them as qualified offices. In any case, until the NDC stop dashing monies to the Odekes, the Akua Donkors...and the EC does the right thing these reprobate will always be out there disturbing and disrupting our electoral system.

MASSA KOFI, such is multi-party politics and presidential ambition in Ghana. Yes, it is democracy and people are free to run for President if they meet the country's constitutional requirements.
However, Ghana's multi-party democracy and politics has given rise to too many parties and too many candidates running for President. The NDC and the NPP are the two dominant and major political parties capable of winning General and Presidential Elections. I believe Ghana needs a third political force. And I think the Nkrumahist parties, like the CPP, PPP, PNC and APC could come together instead of competing against each other.
What are the chances of those running as Independent candidates? Not even a little. And another question is who are they and what do they stand for? Of course, some of the Independent candidates and some of the 'smaller' parties are sponsored/funded by the NDC and NPP just to weaken certain strongholds and split votes. Just imagine the spectacularly idiotic Hassan Ayariga and the comical Akua Donkor as 'Presidential' materials?
Reasons why some people/Independent candidates decide to join the Presidential race are the opportunity to boost their name recognition and become household names, for some, the opportunity to make money, for some to boost their business.
I think there should be constitutional framework to either up the requirements or limit the number of Presidential candidates.
