When a person is highly suspected to be a terrorist or big money launderer, the state will seek order from the highest court. After the permission is granted, the state authority will then track the person's communication, not by listening to the conversations but tracking/saving only the meta-data ie when, with whom, how often call were made.
In case you want to know, such a law was approved ONLY yesterday in Germany, where the police ARE ALLOWED to install TROJAN software on anybody's computer (of course without THEIR KNOWLEDGE !)
This is not about NDC, NPP. It is about the security of all Ghanaians.
