As someone who is more keen on how such documents will be implemented within a "project management" frame of reference, I seek to know the reasoning that the "visionaries" used in projecting the finance aspect of such documents.
We all know that Ghanaian academics in government are mainly theorists whose forte is NOT project implementation!

Successive Governments are not held to any standard and to what extent they have advanced the course of the Nation by adhering to the Development Plan.
There is no mechanism to hold Governments accountable to their adherence to a Development Plan.
We are held ransom by this governments and their myopic party manifestos. They embark on projects that are not consistent with the development plans but that which will line their pockets
You would hve thought the Council of State will be bold enough to remind Governments of the National Development Plan but No. Our greed and fraudulent nature will not allow us to advance as a Nation
Why even bother about a Development Plan.

Create alternative futures:
Future possibilities,
Future probabilities,
and preferabilities for our future.
We have to teach futurology.

A 40 year development plan for a nation like Ghana in its current state is an absurd proposition!
Or, maybe, the "visionaries" are going to write the requirements in the Constitution they are getting ready to revised.
