My issue is that, it should be enforced, monitored and evaluated periodically by a body at Petroleum Commission.
More so, the discretionary power given to the Energy Minister/Petroleum Commission deciding which entity gets the approval to operate within Ghana's upstream sector must not be abused, polarised or corrupted.
It should be fairly balanced to allow ingenious entities a fair chance to prove their worth.
Ghanaians can do it and must be encouraged to create value and harness the O&G potential of our dear nation..

Bravo! Ghana parliament Ayekoo! This is the single most important legislative instrument passed by our parliament. The oil industry is the only sector that can propel our economy out of foreign dominance and poverty amidst plenty that is the lot of our people. Within ten years, Ghana should have total control of the oil secter and then gradually spread it to other strategic areas like mining and telecommunications. There is no excuse whatsoever otherwise. Our parliamentarians should stop talking about salary increases till they have achieved this goal, then we can all enjoy improved living standards.

Petroleum Local Content and Local Participation Regulations, 2013 is long overdue.
I am not sure why the oil companies are kicking against it. The oil is ours, and we must derive the maximum benefit from it. At present the oil companies are taking 85% of the profits, and have only this year begun to pay tax after 4 or 5 years extracting oil and gas.
This state of affairs is untenable, and the local content legislation is only a small step to address the problem.
The oil companies should employ local people, and only employ foreigners exceptionally where skills are not locally available.

A network of civil society is needed to make sure that this local content is really local content. Well done to the MPs, this is what we expect from Parliament. Next is the mining sector, we must add value to the gold that we export. This is why Nkrumah established the Tarwah gold refinery.
