  Why do people takes such risks on boats when they cannot swim and do not wear life jackets .. this is so beyond me. Even if no life jackets are available they could have some polystyrene sheets on board the boat and each pass ...

Even if no life jackets are available they could have some polystyrene sheets on board the boat and each passenger can grab unto one if the need arises. This kind of death is so very senseless.
