Even at 18 years old is a consensual age for sexual partners so 19 years plus 1 year is equally an age for marriage and having sexual relations hence both agreed - with the man fondling the girl’s breasts while the girl in turn reciprocated by kissing the man on his head.
  This therefore is a mutual and consensual relationship. She is 19 years so by law there should be nothing wrong with it.

  The man must also know that his action in committing either adultery or fornication falls below Biblical standards.
