The man may have a mental illness. Some mental illnesses can make one believe that they are something they are not. He should be taken for psychiatric evaluation.

The story says witnesses has testified that they have seen him been dropped from a police pick-up at circle on several occasions so it could be possible that he is actually a police officer but suffering from mental issues
Since he has the passion for the police service he should rather be recruited to the Ghana Police Service
