One of the key attributes of an effective leader is self control.Every leader will regularly face opposition, criticisms (justified or unjustified) ,insults and even false accusatons. What separates a great leader from a pretend leader is that great leaders learn to ignore the great majority of especially verbal attacks or offences because they correctly conclude that reacting to every offence and annoyance will distract them from their number one task- which is to do a great job. In fact it is not uncommon for a great leader to eventually win over erstwhile enemies by their stellar example.Great leaders are good judges of human character and know who to keep close to them and who to keep at a distance. Great leaders are MADE long before they occupy a leadership position.

This is an abuse of office and power and an apology alone does not make any sense. Compensation should be the right thing to do and also you will need a psychological evaluation thereafter for acting on impulse with your position. You have disgrace and abused his image publicly for the wrong/crime he has not committed. Hence your ordinary apology is absolutely unacceptable.

The police should have issued the public officer a note to the hospital to ensure the kind of assault whether ordinary or (GBH) grievous bodily harm injury.
