I started the process since 4 Jan 2024 and have not been able to complete it because the supposed name as an impoter on the Customs document has not been able to come to DVLA for verification.

I believe this is another great step and bold initiative from DVLA.
However, I would suggest that DVLA should commence to digitalise and initiate the authentication and verification of the owner of vehicle right from the harbour whenever a number plate (whether the temporary DP, DV or permanent designated ones like GT, GR, GE, AS, et al) is fixed to the car, so that it can be checked immediately as with the Road Worthy or Insurance by just dialing the short code using the car number plate at that time.
For instance, register all particulars of the owner in DP number plate at the harbour; then you proceed or makes the changes, after establishing the legit of the vehicle purchase, likewise to the same car with the new/existing owners when DV number plate is acquired from their office, which is also easily verifiable by potential buyers after dialling the short code; and finally, register the permanent licensed plate in the name of the new/existing car owner, which can also be verified by potential buyer or user.
I think this will even aid in addressing and ameliorating the rampant issues with thefts cases, and assist the Security officers in intercepting them to expedite their investigations on such reports/complaints.

Two weeks later, I have a 24 plate on my car. Strange the Ghana ID card and DVLA systems are not connected though, as all information DVLA need is on the card!

Who in their rightful mind came up with this utter stupidity?? If the license has not expired why are you renewing every 2 years? Did someone actually think this through? If you want to collect money every 2 years then have the whole license expire every 2 years. Surprised none of our 3 million lawyers hasn't challenged this stupidity in court!
