    IT IS ONLY IN GHANA THAT, EVEN THE AUDITOR GENERAL, CAN CLASSIFY SOME EXPENSES AS "QUALIFIED OR ACCEPTABLE" DUE TO THE ABSENCE OF SUPPORTING DOCUMENTS.
