This is a common sense approach I would use based on history of players abuse before an ITC is issued the player agent would pay fee bring the contract to individual review board made of lawyers and season sport admin before the ITC is issued most importantly dealing with 17 year old.

The GFA has nothing to do with what transpires in a player transfer abroad. If you're in a fix abroad, you can go to GFA and they'll show you the way to get things fixed but they're not supposed to be directly involved.
