This statement from GIS is not true. I was in Emirate on the 8th. The fist class and business class passengers started boarding at 5:30 followed by other other passengers according to zones. The airline finally set off around 6:00 pm. There was an undue delay that day and it could be due to the manipulations of the GIS authorities and Agya Koo.
