Adequately Resourcing Customs is an issue that must receive very special consideration.
You see, while substantially all GOVT subvented institutions are only COST centers, CEPS, IRS and VAT, on the other hand, bring in revenue.
What the CEPS Commissioner is saying is that with more resources they will collect more for Government and the Ghanaian people.
I think CEPS and the other Revenue Agencies must be heard on this issue.
While the propensity exists for the Revenue Agencies to have BLOATED EGOS for being treated 'outside the box', the fact of the matter is that even if CEPS collects ONLY one Cedi more than the extra resources, and I know they will do much better than that, that would be ONE CEDI THAT WOULD HAVE GONE UNCOLLECTED and one cedi more than what it cost to collect.
It does not take anyone with 2 PhD's in Math and Economics to figure this one out.
The argument that they can do with what they have or resources are limited is economically deficient.
How many of us will not give up 1,000 cedis and get 100,000 cedis in return?
No matter our economic circumstances, even if we have to borrow that 1,000 cedis at 100% interest rate, the outcome certainly justifies the means.

Lack of resources could be a reason for not performing well but ingrained,rampant corruption in CEPS is the main factor undermining higher revenue collection.This is an area Major General Modey should direct his attention to especially along the borders where there is total lack of patriotism in the performance of duties by customs officers[those who do bush patrols especially].Crimes like undervaluation,undercounting of goods,multiple exportation and importation of goods with a single import or export licence are common at the borders.Imported items like petrol,kerosine etc are also being allowed to be taken across into neighbouring countries compelling the government to spend more foreign exchange to import more of such items

Which organization can today boast of being more corrupt than customs. Infact a middle name should be added to Ghana Customs. It should be KALABULE. Why does every manager think that they have to depend on the gov't. We need innovative smart leaders, instead of these rugged old recycled leaders who are operating our resources. It won't work!
