They left, so when they return, they come on to TAKE THEIR PLACES BACK in the team.
They're NOT replacing any four, because they were the ones who left in the first place.

Why? Haven't you seen teams win in extra time before?

5. MY SUGGESTION (I did propose this before):
a. 90 minutes regular (3 substitutes allowed).
b. plus 30 minutes extra time (with 3 more substitutes allowed for freshness, energy and, thus, competitiveness).
c. plus 15 MINUTES GOLDEN GOAL (SUDDEN DEATH) (with 3 more substitutes) - Total so far, 135 minutes, 9 substitutes.
d. plus penalties.
My proposal incorporates EXTRA TIME and GOLDEN GOAL.
This means every possible opportunity has been given to the teams before PENALTIES, and anyone, whether already subbed or not, should be eligible to take the penalties.

Brilliant analysis bro. I agree with all your critique of the writer. However I disagree with some of your suggestions:
1. The golden rule in itself is controversial and provides room for various manipulations be it fairly or unfairly e.g offside goals by a host nation being upheld; a soft penalty given to a team.
2. Penalties is a better and fairer way of deciding winners of the game than Sudden death (golden goal). Thus after regular 90 minutes and 30 minutes extra T, another 15 minutes of play time for the golden goal will be extranous. Besides it will make the duration of such deadlocked games TOO LONG.
I however agree with the suggestion of allowing 3 more substitutes in extra T.

Note that I'm NOT excluding penalties.
My golden-goal position is informed by my conviction that it gives each team the FINAL CHANCE to win it the traditional way, making the FIRING SQUAD only the last resort. Sounds fair?
Meanwhile, the game will still have been already exciting if we upgrade substitutions from 3 to 9.
After all, each team will have 18 players (in the less-important competitions) and 23 in the higher-echelon ones.
The length of the game does not bother me because we're trying to resolve an impasse, so the 135 minutes, in my view, is all worth it.

I think this time you had your suggestion wrong. In my opinion all the 11players should be allowed to take the penalty when it comes to the shoot out. Just like Senegal 92 when Ghana lost to ivery cost.

This is a ridiculous idea coming from a "Football genius", who has once upon a time, influenced the football nation across the world. This idea is not what football needs after a 90 minutes of hard fought game that ends in a draw.
As we all know, the game becomes tough to watch during extra time. Players get tired and sluggish and start to find ways to delay the game, as much as they can. Players’ legs get heavier and hard to move, and start to cramp, players go down unexpectedly and sometimes need help from other players to get back up. The fast feet game we know and love becomes so sluggish and uncomfortable and boring to even watch.
Reducing the number of players to 7v7 and 4v4 with already tired legs is really bad idea, and will make the game even more boring during the extra time. The field even becomes two times bigger for the players when the game enters into extra time. Playing with 7 each, then 4 each will make the field 10x & 100x bigger for them and kill the spirit of the game for us all.
What rather needs to happen is allowing more bench players to get into the game in extra time.
Bring fresh legs and more energy and excitement to the game in order to maintain the speed and the standard we all love and admire.
Iteratively, the advantage here is
1. To get fresh legs into the game to bring more energy
2. Maintain the speed, the beauty, and the excitement of the game for funs to enjoy
3. Give the Bench players the chance to show their skills and win the game for their teams
The Rule football needs is that
? A team may change 3 outfield players within the 90 mins of regulation time.
? A team may use a reserved option to replace a goalkeeper within the 90 mins.
In case a game goes to an extra time
? A team may make 1 more outfield player change.
? Additionally, if a team did not use the 1 goalkeeper change option during the 90 mins, then the option may be used on an outfield player or a goalkeeper.
So, a total of 5 fresh legs will come into the game to maintain the energy level.
[Current rule is only 3 players, including a goalkeeper, may be changed for the entirety of the game, even if the game goes to over time.]
