FIFA is holding a congress in Mexico City.

Infantino and Hayatou are there.
All confederations - CAF, AFC, UEFA, CONCACAF and CONMEBOL - are there.

Infantino and Hayatou are there.
All confederations - CAF, AFC, UEFA, CONCACAF and CONMEBOL - are there.

Sometimes, it's in such fora that each confederation's proposals regarding changes in the structure, format and policies are discussed and approved by FIFA.

Without FIFA's fiat, no decision by and confederation is valid.

So it's because FIFA is meeting in Mexico that the decision was made there, not because CAF decided to specifically go there for its meeting.
