They must be some form regulations , however you can not stop people from own footballs. The setup must be of broader base I think. Let say you limit the number of clubs in the premier league to be 2 in each region that will work to an extent but you can't limit the formation of clubs at the district level. Each district should have a local club, but these clubs will have ambitions of reaching the premiere league and if they do ,we could end up having 2 or more clubs from one region in the premier division like the case of BA .the bottom line is ,these clubs are professionally run ,so they need to employ marketing directors to sell the club and make it brand popular. They need sponsorship from regional companies. The local people should support their local industries by buying and cosuming local and the industries in turn supporting the clubs. .... It's a long shot but with proper planning and understanding of the concept... it will revive the industries , football and the local communities .

Now NDC is enjoying and the opposition is suffering and the economy is bad depending on which divide you affiliate yourself, however until we take politics out of it.,the story will be the same.
