Boateng), should not be recalled into the Black Stars camp in order to maintain the discipline that appears to have been restored since Brazil 2014". How does this relate to page 17, section (3.11), "Government is of the view that any apology from Mr. Sulley Muntari as recommended should be a voluntary act of contrition on his part but should not be made a condition for his recall into the team". When I connect these sections of the "White Paper", my understanding is that: 1. Sulley and K.P. Boateng have been excluded permanently from playing for the Black Stars, and that in the case of Sulley, should he choose to apologise, it does not qualify him to play for the Black Stars. In the case of K.P. Boateng, there is no mention of demand for apology, but he is also excluded from palying for the Black Stars. This is my humble submission, please.
