You kidding me, Akwasi! Who is the GFA president? Whom are you expecting to go after these clubs and collect the funds so that others too could borrow it? Why sitting to complain?
Let these two teams be aware that the longer they stay without paying the whole amount, the closer they get to the relegation zone whilst the amount still stays unreduce. Continue to deduct three points from each match these two teams play. Do that from now till the whole amount is paid off. This will force them to search for a loan from the banks to pay for them.
Implement something drastic and it will shock you how fast these two teams would resolve this case amicably.
