If everyone stayed in the local league and then participated with the Satellites and Starlets in friendlies and tournaments then a confident team could be built. However, it is all about money. Most are not going to stay local just to help develop the youth program. A good 18 year old player might even prefer to go to the USA for a soccer scholarship.
