  at all. The law enforcement or the legal
  system must be effective and DEVOID of
  discrimination or CLASS. In civilized
  societies law enforcement cannot be left
  to the hands of the wicked and BACKWARD LAND GUARDS or THUGS whose desire is to
  find money where and when not POSSIBLE.
