  The Regional Commander can arrest people selling T-shirts, but can't arrest people killing their neighbours. If you know that the perpetrators of the killing are being shielded, why don't you arrest those you know are shieldi ...

If you know that the perpetrators of the killing are being shielded, why don't you arrest those you know are shielding the criminals ? You don't seem to be up to the task at Alavanyo. But you can easily arrest T-shirt sellers. An idiot ACP.
