How can this be. We need to decentralize our operations to help these people. How can someone travel that far for that. I don't blame the drivers then.

Inefficiency is what is killing DVLA. The challenges these drivers go thropugh to have their vehicles registered is crazy. Why wouldnt they flout the rules. Simplify the process and you will see the enthusiasm
