There is NO legal basis for arresting and prosecuting people who refuse to participate in this exercise. The Ministry of Health may fine people for not maintaining sanitary conditions because unsanitary conditions endanger pu ... read full comment
There is NO legal basis for arresting and prosecuting people who refuse to participate in this exercise. The Ministry of Health may fine people for not maintaining sanitary conditions because unsanitary conditions endanger public health. But the ministry of local government cannot force anyone to volunteer. A court will throw this case out in no time.
