  This a lose talk by the police officer,why do say is an accident?if one can fortell an accident there ll be non atall.One can also ague that the tree could be treamed to mantain balance all through the raining season.What is offen clear is that,authorities re not proactive in so many cases,so when it happens the lease we expect from this same leaders is adding more insults to injuries.
