The Ministry should jail all parents who force their daughters into early marriage. This would put fathers off and allow their children to flourish into becoming individuals. When a child is 16 yrs strategies indeed need to be in place from the ministry since some parents in the North lack ability to think long term and only focus on the cash they will be getting when their daughters are married off.
