They fall under the jurisdiction of the regional minister and his cabinet. What are the duties of a dce:
1. Consider the well being and interest of residents in the municipality.
2. DEVELOP and evaluate policies and programs
3. Determine which services the municipality provides
4. Ensure administrative practices and procedures are in place.
5. Maintain the financial integrity of the municipality
6. Adhere to and carry out all duties of district Council

Ghana is not a serious country and so we experiment useless policies that move us backwards. Look at how agric performed in the 70s and 80s under the GGADP, URADEP, VORADEP, etc. This useless Ku4 and prof ahowi who are considered as the pioneers of this mess should bow their heads in shame.
I wonder if the US and the UK as well as the developed nations adopted this useless concept before they got to where they are. Govt must not involve MoFA in this disaster concept else 20-30 years from now Ghana would import food from B.Faso and Niger.
