Strong partisanship started in Ghana when Kwame Nkrumah divided the nation into patriots and traitors. Patriots were those who accepted that he should be president for life, practice communism and one party state, and indulge in Leftist anti-Western propaganda using our country's meager resources to challenge centuries' old, well-established Western countries. They even accepted that he should be a prophet and savior of the Blackman around the world, and yet tyrannize his own Black people at home because they have alternative views for the development of their country.
Those who wanted him to concentrate on the needs of the young nation and tone down his rhetoric to our level were called traitors, nation wreckers, and agents of imperialism and CIA agents that should be liquidated and imprisoned dead or alive. Could you believe that the opposition members he was tyrannizing were the very people who started the struggle for our independence? They employed Nkrumah and paid for his ticket from the UK to come and work as a General Secretary of the group, saving him from the tyranny and indignity of joblessness in London. The independence struggle Vanguards were senior civil servants in the Gold Coast. And as their struggle was gaining momentum and scope of the activities widening, they needed someone to work full time for the group; free from official work constrains to further spread the their message to the people.
Under their responsibility and protection, Nkrumah used the platform to become the public face of the group and his popularity soared. This was because, many people in those days saw him as the person, or the only person that was fighting for our independence. So when he secretly learnt from the Governor General's British female secretary, who was later sacked, that the British were preparing to grant us independence, Nkrumah increasingly used unnecessary militant and unorthodox tactics to annoy the Authority - when it was clear that "the wind of change was blowing"- in order to embarrass the group and outfox them. He then used the opportunity to break away from the group, forming his own party and slapping them from behind to take power.
This might explain the strong partisanship between the two groups, and why Nkrumah didn't want the so-called traitors, or more appropriately, the liberation vanguards to ever come to power in his life time. Maybe he was afraid of his own ghost. And despite all what happened, his supporters still want us to believe that he initiated, spearheaded and single handedly fought for our independence, and therefore name every national project after him as if we were in a kingdom.

The following is my PLAN and STRATEGY in dealing with SANITATION ISSUES if I were to be Appointed SANITATION CZAR by the GOVT:
In most Developed Countries, National Service is about Service to Humanity and Voluntary Work in Less-Endowed Communities.
Students Transiting from Tertiary Institutions to the workforce are a source of Inexpensive and Abundant labor for Civil Assignments such as Sanitation, Data Gathering and Public Education, to name a few. In most of America's Top Universities, lately, Students are required to have served in some Third World Community Improvements Program which Service enhances their Chances of Landing certain Jobs and Earn them Credits in fulfilling Graduation Requirements.
Here in Ghana, Students are TRANSITIONED on to the Workforce, by being spread over various Institutions which have No NEED for them because these Institutions already have Bloated Staff and the National Service Personnel end up doing CHORES such as Preparing Tea, Serving Guests of Senior Officers, Running Errands and quite a few of the Females, being sources of Free and Inexpensive Sexual Escapades of their Superiors.
A couple of years back, I wrote a Paper that I sent to a Sanitation related Institution. The Paper sought to suggest STRATEGIES that can be deployed to address most of our Sanitation Issues using National Service Personnel.
As most readers may be aware, our Political system is Broken down at the Constituency Level to Assemblies, Wards, Units and Cells. So therefore, what we do then is to assign National Service Personnel to Units and Cells. The number we send to a particular Unit or Cell will be determined on Case by Case Basis. For Example, few places like AGBOGBLOSHIE MARKET and Other Highly concentrated areas will be Assigned more Service Personnel than more organized and better maintained areas such as Osu, Legon, Ministries, etc.
The Students will supervise Laborers assigned to them who will be given simple Implements such as Shovels, Will Barrows, etc. To encourage the Laborers to take Good Care of the implements, the cost of those implements will be Amortized from their Salaries over a determined period until fully Paid for. Those requiring new Implements because they lost what they had or they were no longer useable must always keep in mind that they will get them but will Pay for them over time.
At the End of the Students' National Service Period, they will be given PROGRAM EXIT APPRAISSAL FORMS to be executed by no Less than 20 People within the Communities they served in.
Public Announcements will be made to sensitize Community Leaders that if they Sign-Off on Service Personnel that have not performed well, their Communities will be the LOSERS.
Also, there will be Community Sanitation Audits in some Areas determined by Sample Selection methods. Of course, Some Places may almost always be included in the Audit.
How well the Service Personnel perform will be a DETERMINING FACTOR in Landing a Job with the Best Performers getting Rights of First Refusal at the Most Sought After Jobs.
Of Course, other qualifications will feature in the considerations.
You see, by engaging our Service Personnel in this manner we Expose them to Decision Making, Supervision and Leadership Issues and they enter the Workforce Better Prepared and More Focused and Mindful of their Environment and with a SHARPENED Sense of Community Awareness and Responsibilities of a Citizen.
This Program will be COST-NEUTRAL since the students are already being paid under the NSS Scheme and the Laborers will be Paid from Community or Cell Collections. And believe me, Community residents will be more than eager to pay a few Cedis a month to have their communities well cleaned and maintained.
I hope somebody who matters in SANITATION Matters in our Government is reading this because the Paper I wrote on this issue, it seems to me, was never read.
We all cannot serve in Govt. BUT can contribute to help make things BETTER.
This is my contribution. If I am Appointed SANITATION and CORRUPTION CZAR, I will do these things as PUIBLIC SERVICE to my Country.
Our President and his Vice and other TOP Officials can then focus on the work we elected them to do. It makes sense ONLY ONCE in a WHILE to see the President and his Top Men CLEANING GUTTERS. You increase the Frequency and they are Simply making a MOCKERY of Governance and what Leadership is ALL about.
