I disagree with your assertion that citizens' participation is the key to transparent governance. The key to transparenct government is the obligation of those who govern to exercise their duties with integrity, as well as follow the laws of the land in executing their duties. It's only dishonest officials who subscribe to close governance in order to carry out their corrupt ways. It's unfortunate that citizens have to battle the government to open up the very government that is supposed to represent the interest of the people. There's no reason for government to lack transparency merely because of little citizenry participation. A government isn't serving the people when that government is closed to the people.
