I am not sure why we need new legislation before something can be done about it. I am sure currently judges have the discretion to by granti bail until a case is due and also give reasonable sentences to criminals. Sometimes a judge will give a first time offender 6 months for stealing a goat whilst another judge will give that same person, 6 years. This type of inconsistency can be addressed by the chief justice by issuing sentencing guidelines. The minister is in a position to organise stake holder meetings with the various institutions and coordinate efforts to ensure we stop this barbaric treatment of fellow human beings

Keeping suspects in custody for five years without any charge is a high crime!! It is a violation of the constitutional provisions which require speedy trials. Where are our lawyers, the supposed "learned" brothers and sisters? Are there no relatives who should be hiring lawyers to bring habeas corpus petitions to force the release of these suspects? Aren't there any NGOs,civic or high-minded principled lawyers who should be doing this kind of work, ensuring that the government does what it is supposed to do? In most countries, you'd have at least, a couple of high-minded lawyers working on these cases, trying to achieve a measure of justice for these defenseless suspects who are jammed into prison for years without a charge!!! It is a violation of human rights, especially when some of the offenses do not even warrant more than a year's sentence. 80% of these unfortunate people should be summarily and immediately released. It is a clear violation which calls for emergency orders. And what are the courts doing about these issues; what the fuck is the Attorney General sitting on her fat ass doing about this? Sad country.
