Let them make pads and give some women jobs! Women constitute half the human race! So, solve the problem with this solution: Go read the article 3 March 2014 in BBC World Service titled: "The Indian sanitary pad revolutionary" (Just cut and paste the article name in your search engine.) Invite Muruganatham to Ghana (he wants to expand to other countries). One of his relatively inexpensive machines can employ 10 women and make sanitary pads for 3,000 women at 1/3 the cost of buying pads from the multinationals. And, it's a woman to woman business. I think there is also a YouTube on Menstrual Man. Sanitary Pads are an important issue. Solving through World Bank loan not the solution. But, the problem definitely needs attention and not just for the poor who are intellectually gifted or economically poor, but socially connected. Keep problem-solving and GO READ AND WATCH. (I bet there are even some non poverty level females who would welcome the option of cheaper pads.) And, while we are on the topic, why not more toilets, even if they are pit toilets, with locks, solar lights (with a wire cage over the solar panel so it can't be easily stolen), and waterless hand soap? Hygiene needs to be encouraged and women need to feel safe in taking care of their intimate needs.

MAHAMA AND HIS CORRUPT NDC MUST TELL US WHAT EXACTLY THEY HAVE DONE WITH THE MASSIVE $20 BILLION THEY HAVE BORROWED IN JUST THE LAST 5 YEARS, IF HE IS SAYING,HE HAS NOT BORROWED FOR DRINK AND MERRY MAKING, WHICH MEANS CREATE, LOOT AND SHARE. HOW COULD YOU STEAL MONEY BELONGING TO THE POOR CHILDREN STRUGGLING TO FEND FOR THEMSELVES IN THE MIDDLE OF OUR STREETS, DRIVE PAST THEM AND HAVE A LAUGH???---- GHANAIANS MUST WAKE UP!! OUR FUTURE LOOKS BLEAK. WE CAN'T GO ON LIKE THIS. BAWUMIA HAS ADMONISHED NDC AS A PATRIOTIC CITIZEN BUT THEY WOULDN'T LISTEN. NDC HAS RATHER VOWED TO BORROW MORE TO PLUNGE GHANA INTO MASSIVE DEBT. HABA! NDC.
NKWASEAFO BI NTI GHANA IS SICK!!! THE CEDI HAS ALREADY DIVED DEEP DOWN!!!!!!!------ WE NEED NANA'S WISDOM. HIS LEADERSHIP WITH BAWUMIA IS EXCELLENT. NANA IS OUR POLITICAL MESSIAH!! WE WILL PATIENTLY WAIT FOR HIM TO COME AND LIBERATE US FROM OUR ECONOMIC OPPRESSORS. WE CAN'T PUT OUR TRUST IN THESE YOUNG NDC THIEVES (WITH NO WORK RECORD) WHO WANT TO LIVE LIKE KINGS OVERNIGHT, OWNING JETS, BIG MANSIONS, BANKS, ROLLS ROYCE, DATING MODELS ETC. AT THE EXPENSE OF THE POOR. BEING A PRESIDENT REQUIRES THE USE OF BRAIN NOT BRAWN. A PRESIDENT DOES NOT "THROW" PICK AXE!!! WHO CAN DO THE JOB BETTER THAN NANA, AT THIS TIME IN OUR HISTORY, WHERE GREEDY CORRUPT , SHARP TEETH ROTTEN PLANK NDC SMALL BOYS, PARADING AS POLITICIANS, HAVE PLUNDERED OUR RESOURCES TO THE BONE, THAT OUR OIL ECONOMY INHERITED FROM THE GREAT KUFFOUR HAS HAD NO IMPACT ON THE LIVES OF THE ORDINARY CITIZENS OF OUR COUNTRY???? LONG LIVE GHANA!! LONG LIVE NANA ADDO. MORE GREASE TO YOUR ELBOWS!! EVERY THIEF IN GHANA, TODAY, IS SCARED OF BOLD AND MIGHTY NANA ADDO. NANA IS CLEAN !! CLEAN TO THE BONE!!!

I AM A FATHER OF FOUR GIRLS. ONE OF MY RESPONSIBILITIES AS A PARENT (WITH MY WIFE) IS TO ENSURE THAT THE BASIC THINGS OF HYGIENE REQUIRED BY MY DAUGHTERS ARE PROVIDED FOR. THESE INCLUDE SANITARY PADS,BATH SOAP, DEODERANTS, CLOTHING, UNDERWEARS ETC. ADOLESCENT GIRLS DO NOT ONLY NEED SANITARY PADS - THEY NEED MANY MORE THINGS FOR THEIR GROWING AND DEVELOPING BODIES.
IF THE GOVERNMENT THINKS IT CAN TAKE OVER THE PROVISION OF THESE BASIC THINGS FOR ADOLESCENT GIRLS IN GHANA FROM THEIR PARENTS MAY I ASK, HOW SUSTAINABLE WILL THAT BE? WILL IT BE A ONCE-OFF PROVISION OR ALL FUTURE GENERATION OF ADOLESCENT GIRLS IN GHANA WILL BE GETTING FREE SANITARY PADS FROM THE GOVERNMENT? IS IT A POLICY THAT CAN BE CONTINUED BY FUTURE GOVERNMENTS?
I THINK THE MOST SENSIBLE THING IS TO EXPAND THE ECONOMY TO CREATE MORE JOBS FOR THE PEOPLE. WORKING PARENTS WILL THEN BE ABLE TO PROVIDE SANITARY PADS FOR THEIR GIRL-CHILDREN.
SOMEONE SHOULD TELL MAHAMA THAT A ONCE-OFF PROVISION OF SANITARY PADS FOR GIRLS IS A WASTE OF MONEY AND HE AND THE NDC GOVT CANNOT OVERBURDEN THE NATIONAL BUDGET EVERY YEAR WITH THE BUYING OF SANITARY PADS.
IF HE WANTS THAT TO BE A POLICY TO BE FUNDED FROM THE FISCUS, THEN HE SHOULD INCLUDE DEODERANTS AS ANOTHER IMPORTANT TOILETRY ITEM REQUIRED BY GIRLS. HE SHOULD ALSO AMEND THE NATIONAL CONSTITUTION TO MAKE IT OBLIGATORY ON ALL FUTURE GOVERNMENTS - NOT ONLY NDC GOVERNMENT - TO PROVIDE THE SANITARY PADS.

Also, go read 8 July 2014 BBC News article "Lessons in girl power in Ghana's schools". Sanitary pads not mentioned, but interesting anyway. Did I miss coverage of "Making Ghanaian Girls Great" on Ghanaweb?

“SolarLEAP is committed to designing and manufacturing unique low-cost, low-power consumption computers designed specifically for off-grid areas and other areas with unreliable power grids. During the design process, we determine the overall system cost to run a computer in areas without reliable access to electricity. By implementing the right components in our design, we can provide a powerful, modern computing experience while reducing overall cost. Currently, our unique 17.3" widescreen monitors draw only 11 watts of electricity. When combined with the SolarLEAP desktop computer's 12W, you have a level of power consumption on par with most netbooks, while affording much greater screen size, performance and features. Both the monitors and computers are designed to run on 12V direct current power inputs, so they can be run directly off a solar-powered car battery, or run on mains power using a standard 'brick' power adapter.
Each computer costs approximately US$499 to deliver and install in a school. This includes the cost of the computer, the roof-mounted photovoltaic solar panel, 12V DC battery, wiring, and installation costs.”

Annual Cost: Number of girls in public SHS & JHS X 12 X 5 X cost of single sanitary pad.
How do you determine deprived schools??
Nowadays businesses and government organisations have stopped demanding Secondary School Certificate or Basic Education Certificate.
Each of these certificates are important. For example for many tertiary graduates the only certificate that can tell whether one can speak good English or whether one has adequate knowledge of Mathematics is the Secondary School Certificate.
Similarly the only certificate that can tell whether a tertiary graduate has basic knowledge of Ghanaian history, culture, agriculture and the basic geography of West Africa is the Basic Education Certificate.

There are too many idiots in Ghana. Let the NDC government say that Now we are e to start walking naked you will find some idiots to say they agree. The provision of sanitary pads with loan money which will bring no returns when health insurance has collapsed and all other sectors are crumbled is a sad and most laughable matter.

In all my days going to school in Ghana I never heard of this "problem. Is this a new problem"? How did girls in the boarding schools in the 70s, 80s, and 90s deal with their period?
This just sounds like another imported problem that has been put on the agenda by some NGOs.
