We have lots of greedy people in govt anyway so they might be short-changing people and nobody says anything.

I don't know the circumstances under which the land was taken, but I believe when the national good is concerned, private interests cease. I also believe the Contractor is sthe one who factors into his contract the amount to be paid to people who affected by any construction works. If I am right, then 1 Company of soldiers should be deployed there to keep the road open and anyone who comes near be shot to death.

Maths, no matter under what circumstances the land was acquired, the righful owners have to be compensated by the acquiring body. In this case it is the Government of Ghana which compulsorily acquired the land and should therefore compensate those owners. The contractor has nothing to do with the land acquisition. Your suggestion that soldiers should be deployed to the site and shoot any one that comes near the site is barbaric. While the threat of blocking the road by those people is unacceptable, the only solution to this problem is for the Government to pay the compensation.
