The fundamental reforms and transformation Ghana’s national-security establishment must go through to become professional, intelligence-led, technologically capable, constitutionally grounded and genuinely effective, I would identify these 10 essential transformations: The 10 transformations Ghana must undergo
1. A complete professionalisation of the intelligence services
National security must move from a predominantly political/security-operations culture to a professional intelligence culture.
The best intelligence service is not the one with the most personnel—it is the one that produces the best intelligence before a threat becomes a crisis.

2. Establish a genuinely integrated National Intelligence System
Ghana cannot afford NIB/BNI, external intelligence, military intelligence, police intelligence, financial intelligence, immigration, customs, cybersecurity and other agencies operating in information silos.
There should be a powerful Joint Intelligence Fusion mechanism where appropriate information is rapidly integrated, analysed and disseminated to authorised decision-makers.
The existing legal framework already emphasises coordination and integration of security information.
The principle should be: “Collect separately; analyse together; act coherently.”

3. A technological and digital-intelligence revolution
The 2020 framework expressly gave external intelligence responsibilities involving economic issues and strategically relevant matters.
I would go further: Ghana needs a National Economic Security Intelligence capability comparable in importance to conventional security intelligence.

5. Serious counter-intelligence reform
Ghana must become exceptionally good at answering:
Who is trying to influence, penetrate, manipulate, corrupt or obtain strategic information from Ghana?
That includes foreign intelligence services, organised criminal networks, cyber actors and sophisticated commercial interests.
Counter-intelligence should protect:
* government institutions;
* strategic companies;
* military/security establishments;
* critical infrastructure;
* major national projects;
* sensitive databases;
* political institutions;
* universities and research institutions.
This requires identifying foreign influence operations and conflicts of interest without turning legitimate foreign investment or diplomacy into a security problem.

6. Build an elite national-security human-capital system
Ghana needs a permanent National Intelligence and Security Academy/University-level system producing specialists rather than merely training officers.
I would establish specialist streams in:
Intelligence + Technology + Economics + Geopolitics + Languages + Cybersecurity + Law + Psychology + Strategic Communications + Counter-Terrorism.
And Ghana should deliberately cultivate expertise in languages strategically important to its interests—including Russian, Mandarin, Arabic, French and Portuguese.
This is particularly important because intelligence officers must understand not merely what foreign governments say, but how their political, economic and strategic systems actually function.

7. Stronger democratic, judicial and parliamentary oversight
This is absolutely essential.
A powerful intelligence establishment without proper oversight can eventually become a danger to the very constitutional order it is supposed to protect.
Ghana’s Constitution establishes the National Security Council and defines its responsibilities, while Article 85 prohibits the creation of national-security organisations outside the constitutional framework.
Every region and district should feed structured early-warning information into the national system.
The existing security architecture already gives regional and district security structures an early-warning role.
The transformation is to make that system professional, digital, measurable and predictive.

9. Separate national security from partisan politics
This may be the most difficult—and perhaps the most important—reform.
A national-security institution must serve:
The Republic of Ghana—not the governing political party.
Governments change.
The intelligence service remains.
Therefore officers must be trained to understand the distinction between:
Government security
and
State security.
Protecting the constitutional order, territorial integrity, economic interests and citizens of Ghana is fundamentally different from protecting the political interests of whichever party happens to be in government.

10. Develop a 20–30-year Ghana National Security Doctrine
A long-term National Security Doctrine should define Ghana’s permanent strategic interests.
For example:
Ghana’s Strategic Security Interests
1. Constitutional democracy
2. Territorial integrity
3. Maritime security
4. Economic sovereignty
5. Energy security
6. Food and water security
7. Digital sovereignty
8. Critical minerals security
9. Protection of strategic infrastructure
10. Financial-system security
11. Protection against transnational organised crime
12. Counter-terrorism and violent extremism
13. Strategic foreign relations
14. Protection of national resources
15. National resilience against disasters and pandemics
16. Protection of Ghanaian citizens abroad
17. Strategic technological independence
The strategy should survive changes of President and political party.
