Have you considered the amount of energy that would be sapped within those 3 hours, say, of writing any exam at all? That's exactly what happened: she was not medically fit to write the exams but she was cleared to do so.
To me, the most sensible thing to do was to defer the exams i.e write the exams at the next possible time. Remember that no being able to write an exam due to health reasons is not a FAIL. That subject will not be included the the results.
No way I would allow my child to write any exams, if they are not medically fit. Health first. Any other thing next ....
