Investigators sent to Dormaa Ahenkro over queenmother's death

Sunyani (Brong Ahafo), 9 March,

The Police Administration has dispatched a crack team of investigators to Dormaa Ahenkro in the Brong Ahafo Region, to help unravel the mystery and circumstances that led to the death of the queen mother of the town.

The team, made up of seasoned crime investigators, is drawn from Sunyani and Accra and led by an Assistant Commissioner of Police.

It would help establish whether the wounds found on the queen mother, Nana Akosua Ansua Ababio, which caused her death were self-inflicted as alleged or were the work of a murderer.

This came to light when members of the Traditional Council met the Regional Minister at Sunyani today to express their endorsement for a thorough and speedy investigation into the death of the queen mother on February 27.

The Regional Police Commander, Mr R. K. Safo-Kwarteng, who disclosed this, said the police were determined to get to the cause of death of the queen mother and appealed for co-operation from people in the town, especially those in the household of the queen mother.

The acting president of the Dormaa Traditional Council, Barima Ansu-Adjei, said members of the council strongly believe there is enough evidence to prove that the queen mother was murdered.

Barima Ansu-Adjei said it was not humanly possible for Nana Ansuah Ababio to cut herself deeply several times with a knife as the accompanying pains would prevent her from doing so.

Barima Ansu-Adjei said a police report would help the council to determine the next line of action to take as regards her funeral since no official announcement and arrangements could be made without the root cause of her death being known.

He also expressed the displeasure and anger of the council on media reports, which falsely sought to insinuate that the queen mother committed suicide and asked journalists to contact the council before doing stories on the queen mother.

The Regional Minister, Mr Donald Adabre, appealed to the chiefs and people of Dormaa to exercise restraint and tolerance in the interest of peace as the police go about their investigations.

He said investigations take time to complete and it is only when the team is given all the necessary co-operation and assistance that it could finish its task in good time.

The Deputy Regional Minister, Alhaji Kwadwo Maama Adam, responding to the council's strong resentment against the reporter, who fist broke the news about the alleged suicide of the queen mother, appealed for understanding and restraint in spite of their displeasure.

Alhaji Adam noted that in the midst of the unprecedented press freedom being enjoyed in the country, traditions and customs are likely to be disregarded by journalists, and it is only dialogue that could ensure that they would respect the peculiar sentiments of the people.

Accra (Greater Accra), 9 March - Members of the Research Staff Association (RSA) of the Council for Scientific and Industrial Research (CSIR), on Monday embarked on a strike action demanding an increment in their Enhanced Book Allowance (EBA).

Mr Patrick Ofori-Danson, national president of the Association, told reporters that all efforts made by RSA, over the past three years, to get government to honour the payment of the book allowance, which is currently being enjoyed by its colleagues in the universities and polytechnics, have proved futile.

He said "RSA members of the CSIR are demanding for an increment in the EBA from 100 dollars a year plus 80,000 cedis every month as research allowance to 650 dollars a year."

Mr Ofori-Danson said researchers need to update their knowledge by belonging to international professional associations to enable them get access to information on science and technology.

"Our colleagues in the universities are now receiving 600 dollars a year as their book allowance".

Mr Ofori-Danson said Mr Cletus Avoka, Minister of Environment Science and Technology (MEST) told the Association at an emergency meeting on March five that the book allowance was meant for only teachers doing research.

"Meaning that RSA is not to benefit from this allowance but we need to update our knowledge and be members of international professional associations for more information on science and technology.

"Our colleagues in the universities and the polytechnics are receiving 600 and 500 dollars respectively as their allowance, while we are receiving 100 dollars plus 80, 000 cedis as our research allowance, which is too small''.

Mr Ofori-Danson said the minister asked them to extend their time to June to enable him to study the issue so that he will be able to convince cabinet at its next sitting.

"We need to convey this to our colleagues for them to decide whether they will accept or continue with the strike.

"There will be an emergency consultative meeting at Kumasi on Wednesday to discuss the minister's plea, meanwhile the strike action continues".

Investigators sent to Dormaa Ahenkro over queenmother's death

Sunyani (Brong Ahafo), 9 March,

The Police Administration has dispatched a crack team of investigators to Dormaa Ahenkro in the Brong Ahafo Region, to help unravel the mystery and circumstances that led to the death of the queen mother of the town.

The team, made up of seasoned crime investigators, is drawn from Sunyani and Accra and led by an Assistant Commissioner of Police.

It would help establish whether the wounds found on the queen mother, Nana Akosua Ansua Ababio, which caused her death were self-inflicted as alleged or were the work of a murderer.

This came to light when members of the Traditional Council met the Regional Minister at Sunyani today to express their endorsement for a thorough and speedy investigation into the death of the queen mother on February 27.

The Regional Police Commander, Mr R. K. Safo-Kwarteng, who disclosed this, said the police were determined to get to the cause of death of the queen mother and appealed for co-operation from people in the town, especially those in the household of the queen mother.

The acting president of the Dormaa Traditional Council, Barima Ansu-Adjei, said members of the council strongly believe there is enough evidence to prove that the queen mother was murdered.

Barima Ansu-Adjei said it was not humanly possible for Nana Ansuah Ababio to cut herself deeply several times with a knife as the accompanying pains would prevent her from doing so.

Barima Ansu-Adjei said a police report would help the council to determine the next line of action to take as regards her funeral since no official announcement and arrangements could be made without the root cause of her death being known.

He also expressed the displeasure and anger of the council on media reports, which falsely sought to insinuate that the queen mother committed suicide and asked journalists to contact the council before doing stories on the queen mother.

The Regional Minister, Mr Donald Adabre, appealed to the chiefs and people of Dormaa to exercise restraint and tolerance in the interest of peace as the police go about their investigations.

He said investigations take time to complete and it is only when the team is given all the necessary co-operation and assistance that it could finish its task in good time.

The Deputy Regional Minister, Alhaji Kwadwo Maama Adam, responding to the council's strong resentment against the reporter, who fist broke the news about the alleged suicide of the queen mother, appealed for understanding and restraint in spite of their displeasure.

Alhaji Adam noted that in the midst of the unprecedented press freedom being enjoyed in the country, traditions and customs are likely to be disregarded by journalists, and it is only dialogue that could ensure that they would respect the peculiar sentiments of the people.

He said though the late Dormaahene was a paramount chief just as many others, his sense of patriotism, nationalism and dedication to the cause of his people and the country gave him a status and respect above many others.

He, therefore, asked the people of the traditional area not to do anything that would undermine what he achieved.

He expressed regret about the boycott and hoped the chiefs would find an amicable solution to what necessitated it.

He said the constitution of the country did not allow the government to interfere in chieftaincy affairs and urged all those involved in the controversy to settle it as soon as practicable.

The Minister of Food and Agriculture, Mr J. H. Owusu-Acheampong, expressed regret that the Regional House of Chiefs did not participate in the funeral describing it as a bad precedent.

He therefore urged all chiefs in the area to find a solution to whatever problem exists between the House and Dormaaman.

The Dormaahene, Oseadeeyo Agyeman Badu 11, expressed gratitude to the President for finding time to mourn with the chiefs and people of Dormaa despite his duties and his recent involvement in a motor accident that claimed the lives of four of his bodyguards.

He expressed regret at the decision of the regional house of chiefs not to participate in the funeral rites and urged the President to help find a solution to the problem.

To a Ghanaian King, handing someone a holdall stuffed with more than £350,000 to deposit in a bank might seem nothing out of the ordinary.

Indeed, when Osei Tutu II, traditional ruler of the Kingdom of Ashanti, summoned Mark Arthur to his multimillion-pound residence in Henley-on-Thames and handed him a bag containing almost £200,000 in sterling as well as $200,000 in US currency with consecutive serial numbers, the bank official felt it inappropriate to ask too many questions.

However, the subsequent deposit of the cash at Ghana International Bank triggered a money laundering alert in the City of London and cost Mr Arthur his job.

The King, who once worked at Brent council, summoned Mr Arthur, the bank’s second most senior executive, to his home in August last year.

Mr Arthur, from New Barnet, Hertfordshire, a dual citizen of the UK and Ghana, drove to his own home with the cash and then took it in an Uber taxi to the bank’s City offices for deposit in the king’s account, he told an employment tribunal.

Osei Tutu II, the holder of a diplomatic passport, told him the cash had been withdrawn from banks in Ghana and brought to the UK, he said in his witness statement.

He had also instructed Mr Arthur to move $200,000 to an account at Standard bank in Jersey.

Mr Arthur, a member of the Ashanti tribe, the largest in Ghana, carried out the transfer within hours, the tribunal heard.

He was suspended and then sacked following the incident, after an investigation by outside accountants Grant Thornton. He is claiming wrongful dismissal, unfair dismissal and failure to protect a whistleblower.

The bank said he had failed to follow anti-money laundering rules and had violated security policies as it was only insured to carry cash by armoured car up to a maximum of £250,000.

Mr Arthur, an executive director of the bank, alleged the deposit and transfer were approved by Ghana International Bank’s chief executive, Joseph Mensah.

Mr Mensah told an outside reviewer of Mr Arthur’s dismissal he “didn’t even have the authority to sanction such a huge amount”.

Osei Tutu II is estimated to be Africa’s 10th richest monarch, with valuable goldmine and cocoa plantations and remains one of the most influential traditional figures in Ghana.

In his witness statement, Mr Arthur said he was not able to follow anti-money laundering rules when he accepted the cash because of the king's status.

He said: “Without a policy to follow and did without wishing to offend a sovereign of my country, I found myself in a very difficult situation and one I had never been in before.

“I could not carry out the necessary due diligence by talking to His Majesty so decided it would be best to verify the deposits at the bank and to speak directly to Mr Mensah rather than disrespect His Majesty in a face-to-face meeting.”

The day after the bank accepted the cash and made the transfer to Jersey, it reported the transactions to the National Crime Agency as suspicious.

News of Mr Arthur’s suspension was subsequently passed to the City watchdogs the Prudential Regulation Authority and the Financial Conduct Authority (FCA). The FCA sent inspectors into the bank who severely criticised its handling of cash, the tribunal heard.

Lawyers for Mr Arthur argued that his handling of the deposit was in line with the way the bank previously handled Osei Tutu II’s account and that he was aware that the king could travel on a diplomatic passport.

They cited a string of large cash deposits in 2013 and 2014 where the source of the funds was not properly recorded.

They included a $100,000 that a review of the king’s account said came from a fundraising event. There were no documents recording the source of that cash, however.

Colin Millar, a building society chairman drafted in by Ghana International Bank to adjudicate on Mr Arthur’s appeal against his dismissal, rejected suggestions that the £350,000 holdall was acceptable given the king’s history with the bank.

Investigators sent to Dormaa Ahenkro over queenmother's death

Sunyani (Brong Ahafo), 9 March,

The Police Administration has dispatched a crack team of investigators to Dormaa Ahenkro in the Brong Ahafo Region, to help unravel the mystery and circumstances that led to the death of the queen mother of the town.

The team, made up of seasoned crime investigators, is drawn from Sunyani and Accra and led by an Assistant Commissioner of Police.

It would help establish whether the wounds found on the queen mother, Nana Akosua Ansua Ababio, which caused her death were self-inflicted as alleged or were the work of a murderer.

This came to light when members of the Traditional Council met the Regional Minister at Sunyani today to express their endorsement for a thorough and speedy investigation into the death of the queen mother on February 27.

The Regional Police Commander, Mr R. K. Safo-Kwarteng, who disclosed this, said the police were determined to get to the cause of death of the queen mother and appealed for co-operation from people in the town, especially those in the household of the queen mother.

The acting president of the Dormaa Traditional Council, Barima Ansu-Adjei, said members of the council strongly believe there is enough evidence to prove that the queen mother was murdered.

Barima Ansu-Adjei said it was not humanly possible for Nana Ansuah Ababio to cut herself deeply several times with a knife as the accompanying pains would prevent her from doing so.

Barima Ansu-Adjei said a police report would help the council to determine the next line of action to take as regards her funeral since no official announcement and arrangements could be made without the root cause of her death being known.

He also expressed the displeasure and anger of the council on media reports, which falsely sought to insinuate that the queen mother committed suicide and asked journalists to contact the council before doing stories on the queen mother.

The Regional Minister, Mr Donald Adabre, appealed to the chiefs and people of Dormaa to exercise restraint and tolerance in the interest of peace as the police go about their investigations.

He said investigations take time to complete and it is only when the team is given all the necessary co-operation and assistance that it could finish its task in good time.

The Deputy Regional Minister, Alhaji Kwadwo Maama Adam, responding to the council's strong resentment against the reporter, who fist broke the news about the alleged suicide of the queen mother, appealed for understanding and restraint in spite of their displeasure.

Alhaji Adam noted that in the midst of the unprecedented press freedom being enjoyed in the country, traditions and customs are likely to be disregarded by journalists, and it is only dialogue that could ensure that they would respect the peculiar sentiments of the people.

The Dormaahene, Oseadeeyo Agyeman Badu 11, expressed gratitude to the President for finding time to mourn with the chiefs and people of Dormaa despite his duties and his recent involvement in a motor accident that claimed the lives of four of his bodyguards.

DAILY GUIDE learnt that the sacked official of the Ghana International Bank in the UK, Mark Arthur, has said that Otumfuo Osei Tutu was innocent in the cash transaction that subsequently got him (Arthur) to lose his job.

Mr. Arthur was dismissed after Otumfuo had summoned him to deposit £200,000, as well as $200,000 in his (Otumfuo’s) personal account with the bank.

The aggrieved banker, from New Barnet, Hertfordshire – a dual citizen of the UK and Ghana – drove to his own home with the cash and then took it in an Uber taxi to the bank’s city offices for deposit in Otumfuo’s account, he told an employment tribunal.

In a statement submitted to the court yesterday, Arthur insisted that he did nothing wrong in depositing the money for the king.

“Mr Arthur’s position throughout his suspension, investigation, disciplinary process and the Employment Tribunal hearing is that he had done nothing wrong.

“Mr Arthur has consistently confirmed in evidence that at no time did he suspect that the Asantehene, Otumfuo Osei Tutu II, did anything wrong,” portions of the statement underscored.

Tribunal Evidence

A record from the proceedings of the case at the Employment Tribunal in the UK, which is handling the case, has revealed that the focus of the matter has nothing to do with money laundering as reported by some sections of the media, including the British press.

The records show that the tribunal only has issues with the wrong procedure that two officials of the bank – Mark Arthur and Joe Mensah – handled the deposit of £350,000 into Otumfuo’s account.

Otumfuo Is Clean! Over Money Laundering Case

Otumfuo Osei Tutu II

Reports that the Asantehene, Otumfuo Osei Tutu II, has breached United Kingdom (UK) laws by allegedly indulging in money laundering are turning out to be false.

DAILY GUIDE learnt that the sacked official of the Ghana International Bank in the UK, Mark Arthur, has said that Otumfuo Osei Tutu was innocent in the cash transaction that subsequently got him (Arthur) to lose his job.

Mr. Arthur was dismissed after Otumfuo had summoned him to deposit £200,000, as well as $200,000 in his (Otumfuo’s) personal account with the bank.

The aggrieved banker, from New Barnet, Hertfordshire – a dual citizen of the UK and Ghana – drove to his own home with the cash and then took it in an Uber taxi to the bank’s city offices for deposit in Otumfuo’s account, he told an employment tribunal.

In a statement submitted to the court yesterday, Arthur insisted that he did nothing wrong in depositing the money for the king.

“Mr Arthur’s position throughout his suspension, investigation, disciplinary process and the Employment Tribunal hearing is that he had done nothing wrong.

“Mr Arthur has consistently confirmed in evidence that at no time did he suspect that the Asantehene, Otumfuo Osei Tutu II, did anything wrong,” portions of the statement underscored.

Tribunal Evidence

A record from the proceedings of the case at the Employment Tribunal in the UK, which is handling the case, has revealed that the focus of the matter has nothing to do with money laundering as reported by some sections of the media, including the British press.

The records show that the tribunal only has issues with the wrong procedure that two officials of the bank – Mark Arthur and Joe Mensah – handled the deposit of £350,000 into Otumfuo’s account.

False Report

Some media outlets in the UK reported that the Asantehene allegedly, indulged in money laundering by ordering Mark Arthur to deposit £350,000 into his accounts at Ghana International Bank.

But credible records from the tribunal rather indicate that Mr Mark Arthur is in trouble because according to his employers, he did not handle the cash properly.

Financial Gurus

Meanwhile, scores of financial gurus in the UK, who spoke to DAILY GUIDE on condition of anonymity, stated that there is no truth in the money laundering case against the Asantehene.

One of them insisted that the Asantehene, a diplomatic passport holder, like other recognized and respectable monarchs across the globe, is usually given special treatment by his banks, regarding deposits and withdrawals.

The source said he had thoroughly followed and studied the case in the Employment Tribunal and that nothing shows that the Asantehene had erred or breached any UK laws and so he was surprised about the media reports.

Asante Chiefs Angry

A powerful traditional leader in Kumasi, who also pleaded anonymity, said, “I have no right to pass a comment about an issue concerning the great Asantehene, but the truth must be told, this is a clear case of anti-Asante coup.”

Sounding very furious, he said some hidden faces usually fabricate negative stories about Otumfuo, especially anytime that the king travels outside the country, warning that Asanteman would deal ruthlessly with those people at the right time.

Media Black-out

In a related development, almost all the radio stations in Kumasi kept mute over the Asantehene’s issue since the news was reported in the UK media and other local media outlets.
