Cheddar will be the answer only if he articulates issues that matter to Ghanaians, issues dealing with the economy and mismanagement instead of coming out with a proposal to dredge the sea to somewhere. Besides, being a novice and without a well-established party, it would have been wise for Cheddar to forge alliances with Alan and the other small parties to form a cohesive force with messages that resonate with suffering Ghanaians. Alan and Cheddar unfortunately will just become a part of the many small parties that never seem to make any dent in Ghana politics, for they'll soon run out of gas and energy as they try to take on the two major parties as individual entities.
Some of these roads are just victims to bad weather conditions, while many other roads are victims of shoddy work carried out by crooked contractors trying to cut corners and make all the money they can, without ever caring about what disastrous results their decisions will lead to when the rains come and the poorly built roads can't stand the force of flooding. As long as corrupt politicians are able to dish out contracts to contractors whose work is hardly checked to meet regulartory requirements, the country will continue to be saddled with such dangerous conditions any time there is flooding.

The Police should have been there to ensure that the road was closed to traffic, for the area clearly looked unsafe for traffic. Under these conditions, there also should have been at least some Police officers patrolling that highway to reroute traffic. In the video, it's just civilians standing by while vehicles continue to risk going through that damaged highway. With many in communities know possessing cell phones, it will help if the public is advised to call the Police once it has knowledge of a compromised street or highways.
