Moses sent 12 chiftains representin Israel to go and spy out the land God had promised to give to Israel. When they came back to report back their observations, out of the 12, it was only Caleb and Joshua who had anything encouraging to report to Moses and the people of Israel.
The remaining 10 had only frightening and discouraging report, thus contrasting God's promise to the people. That was what made God tell those 10 chiftains who sought to decieve the congregations that they would perish in the wilderness and would never step on the promised land.
